Human Resources (HR) Director – Grand Forks, ND
Horizon Health Corporation is seeking a Human Resources (HR) Director for our BRAND-NEW unit called Altru Behavioral Health Center in Grand Forks, ND. This unit will be a 24‑bed inpatient unit for both adult and pediatric patients and will expand to 48 beds in 2026. Altru Health System and Universal Health Services are collaborating to expand inpatient behavioral health services. The HR Director will lead and manage all aspects of human resources operations for Altru, including strategic planning, talent acquisition, employee onboarding and off‑boarding, orientation, employee relations, compliance, performance management, and organizational development. The role ensures HR practices align with healthcare regulations and support a compassionate, inclusive, and high‑performing workplace culture.
Responsibilities
Strategic Leadership
Develop and implement HR strategies aligned with organizational goals.
Partner with executive leadership to support workforce planning and organizational development.
Lead initiatives to foster a diverse, equitable, and inclusive workplace.
Talent Acquisition & Management
Recruit, onboard, off‑board, and orient clinical and non‑clinical staff.
Collaborate with department heads to identify staffing needs, succession planning, and retention strategies.
Manage performance evaluation systems and employee development programs.
Employee Relations & Compliance
Ensure compliance with federal, state, and local employment laws and healthcare regulations.
Mediate employee disputes and manage disciplinary actions.
Maintain and update HR policies and procedures.
Compensation & Benefits
Design competitive compensation and benefits packages based on market data.
Administer employee benefits programs and wellness initiatives.
Monitor and manage the HR budget.
Training & Development
Lead training programs focused on leadership development, compliance, and employee engagement.
Promote continuous learning and professional growth across the organization.
HR Operations
Oversee HRIS systems and maintain accurate employee records.
Analyze HR metrics and report findings to senior leadership.
Ensure data privacy and security in all HR processes.
Perform other duties as assigned or required by this position.

Qualifications
Bachelor's degree required; Master's degree preferred
PHR or SPHR preferred
SHRM‑CP or SHRM‑SCP preferred
At least 8‑10 years of related experience
Eight plus years of progressive HR experience, with at least three years in a leadership role
Experience in healthcare or hospital settings is strongly preferred
Strong experience in employee relations and employment claims
Substantial experience in creating policies and procedures
Experience with all aspects of the employee employment cycle
Ability to lead change and manage complex projects
Strong knowledge of healthcare, HR compliance, and labor laws
Experience with various HRIS, LMS, and ATS systems
