Division Chief of Contracts and Security (Assistant Administrator)
Location: Howard County, MD
Reports to: Assistant Administrator – General Services
Position Summary Responsible for managing the Bureau of Facilities General Services Division, with a focus on Custodial Services, Security Services, Contract Development/Administration, and multiple administrative functions including human‑resource administration at the bureau level. Requires extensive operational knowledge of building cleaning and security, staff supervision, contract management, budget development and management, and detailed scope of work creation.
Key Responsibilities
Building Cleaning Services
Develop, implement, and manage comprehensive cleaning programs for all Howard County owned and operated buildings.
Oversee contracted cleaning, janitorial supplies, pest control, and window washing services for more than 95 building sites, spanning over one million square feet.
Manage janitorial supply contracts, including delivery coordination and invoice review.
Develop, monitor, and approve annual budgets for custodial services and related supplies.
Building Security Services
Direct the County’s building security program across ten building locations, supervising a Security Manager, three Zone Leaders, and twenty‑five guards.
Evaluate and recommend emerging security technologies and oversee their implementation.
Collaborate with Police, Fire, and County Administration to develop and oversee security policies and procedures.
Coordinate recruitment, hiring, and transition from contingent to full‑time security staff.
Develop and manage the building security operating budget.
Bureau/Contract/HR Administration
Draft contract specifications for service and commodity procurements supporting the Bureau of Facilities.
Serve as liaison to the Office of Procurement and Contract Management for market research, solicitation, and award decisions.
Manage bureau‑initiated contracts, including vendor performance monitoring, spend tracking, change management, and renewals.
Oversee approximately 110 active contracts and provide guidance to internal stakeholders.
Supervise bureau‑level HR functions such as personnel action forms, organizational charts, job descriptions, and vacancy tracking.
Supervisory Responsibilities
Directly supervise the Building Custodial Manager and Building Security Manager, evaluating performance and ensuring program goals are achieved.
Supervise, direct, and evaluate additional administrative staff.
Minimum Required Education/Experience
High School diploma or GED and eight (8) years of related experience or equivalent.
Preferred Education, Knowledge, Skills, And Abilities
Bachelor's Degree in business or public administration and four (4) years of progressively responsible work experience, or equivalent education/experience.
Experience in project management, facilities management, and public‑sector administration in a managerial capacity.
Excellent communication skills, extensive supervisory experience, budget development/administration, hiring and interviewing experience, and knowledge of HR practices.
Intermediate skill level with Microsoft Office Suite (Word, Excel, PowerPoint).
Physical Demands & Work Environment
Office position requiring occasional walking, bending, and stooping; materials may be up to 25 lbs.
