New Construction Manager
New Construction Managers serve as technical assistants to the building official responsible for performing and managing inspections for assigned disciplines. The role includes planning, scheduling, and organizing inspection work, negotiating code disputes, and coordinating inspection activities with engineering plan review staff. Responsibilities span new construction, small business, residential, and special projects, requiring advanced code knowledge across multiple disciplines.
Responsibilities
Provide oversight and management of new construction inspection functions, including daily guidance, mentoring, and direction to inspection team members.
Develop and implement training regarding applicable codes, ordinances, policies, and regulatory requirements.
Conduct daily inspections of work constructed under the Virginia Residential Construction Code (VRC) and the Virginia Commercial Construction Code (VCC).
Review construction documents and assist in code enforcement for compliance with the Uniform Statewide Building Code (USBC).
Manage third‑party and special inspection programs, review and approve third‑party quality control reports.
Coordinate with city and state agencies regarding inspection issues and Certificate of Occupancy issuance.
Maintain current knowledge of city and department policies, procedures, and guidelines.
Qualifications
Two‑year college degree in engineering, architecture, building construction, or hold a current tradesman license from the Virginia Department of Professional and Occupational Regulation (DPOR).
Five years of experience performing full‑performance level code inspection work in the primary disciplines assigned (building, electrical, fire protection, mechanical, plumbing, and/or energy).
Completion of Virginia Department of Housing and Community Development (DH) and/or International Code Council (ICC) Code Inspector II certifications and requirements.
Valid driver’s license.
Certification requirements of the Code Inspector II classification or national equivalent with all inspection certifications in the primary trade(s) assigned.
Special Requirements
Completion of the Virginia Advance Official Module within 12 months of employment.
Completion of Amusement Device Inspector requirements within 24 months of employment.
Completion of the Certified Building Official certification within five years of appointment.
