Solid Waste Supervisor – Landfill Operations
Full-Time, Permanent, Safety Sensitive position in the Department of Public Works, Landfill Operations, Waste Management Division.
This role covers multiple program areas in solid waste collections and operations.
Job Summary The Solid Waste Supervisor is responsible for supervising the work performed by employees and contractors in curbside solid waste collection, convenience center operations, community cleanup collections, bulk item collections, and landfill operations.
The supervisor oversees opening and closing of cells, covering disposed materials, grading, erosion and sediment control, slope and terrace work, soil and erosion control, recycling, composting, brush grinding, and other comparable program areas.
Nature and Variety of Work
Supervises the daily disposal, grading and excavation tasks performed in landfill operation.
Oversees construction of new landfill disposal cells.
Implements efficient operations in land filling, brush grinding, composting, grading, slope and terrace work, and erosion control.
Supervises employees who move soil, cover disposal materials, build access roadways, grade slopes, grind brush, and store and move tires, metals, and compost piles.
Ensures operating equipment (graders, bulldozers, loaders, backhoes, rollers, compactors, etc.) is maintained properly.
Complies with Federal, State, and local laws related to sanitary landfill construction, operation, post‑closure care, heavy equipment operation, hazardous waste handling, and storm‑water runoff control.
Works with contractors, contractual personnel, and citizens to provide guidance and answer questions about material regulations and solid waste disposal.
Conducts site visits and safety meetings, evaluates employee work, authorizes leave requests, prepares schedules, and handles incident reports.
Purchases supplies using the County Procurement Card and recommends larger purchases requiring formal documents.
Knowledge, Skills, and Abilities
Knowledge of landfill operations, cover soil management, recycling, compost and brush grinding, and closed landfill maintenance.
Knowledge of construction projects, surveying, and reading grading plans.
Experience operating and maintaining medium and heavy‑duty landfill equipment.
Understanding of Federal, State, and local landfill regulations.
Effective oral and written communication skills, including extensive public interaction.
Proficiency using Microsoft Office (Word, Excel, Access) and related systems.
Ability to work Monday through Friday with scheduled weekend overtime.
Ability to develop innovative solutions, supervise employees, and maintain accurate reports and records.
Minimum Qualifications
High‑school graduation.
Two (2) or more years of experience planning and supervising solid waste management services.
Valid non‑commercial Class C driver’s license.
Safety Sensitive position – subject to Controlled Dangerous Substance (CDS) and Alcohol testing.
Supplemental Qualifications
Three (3) to Six (6) years of experience in solid waste management and landfill operations.
Experience overseeing construction projects involving heavy earthwork, surveying, and grading plans.
Experience operating medium and heavy‑duty landfill equipment.
Knowledge of landfill regulations.
Strong communication skills with the public.
At least two (2) years of supervisory experience.
Availability for scheduled weekend overtime.
SWANA Manager of Landfill Operations (MOLO) certification is preferred.
Familiarity with Microsoft Office/Google Suite.
