Required Skills and Experience
3‑year minimum experience in DoD budget and program development, execution, and management or other relevant experience.
1‑year minimum total direct experience with Defense Health Program operations or other relevant experience.
Extensive experience with Automated Time Attendance and Production System (ATAAPS), Defense Civilian Pay System (DCPS), HR Mini Master, and General Fund Enterprise Business Systems (GFEBS).
Proficiency in MS Office Suite—Word, PowerPoint, Visio, Outlook, and Excel (Pivot Tables).
Knowledge of DoD, Defense Health Program, and federal budgetary and accounting methods, regulations, laws, and policies; knowledge of the Federal Planning, Programming, Budgeting and Execution Process (PPBE).
Strong communication, analytical, and problem‑solving skills, and ability to do client travel as needed.
Key Responsibilities
Utilize ATAAPS and HR Mini Master to enter payroll information, approve timesheets, and confirm and edit payroll entries.
Run and extract Uncertified Time and Missing Time reports in ATAAPS, follow up with employees, and correct/enter time.
Provide help‑desk troubleshooting support to all users of GFEBS and ATAAPS from a financial execution and planning perspective.
Contact employees, timekeepers, and certifiers who have outstanding uncertified timecards.
Track payroll‑related issues in Remedy ticketing system and assist employees in resolving their issues.
Provide leadership with weekly Manual Defense Civilian Payroll System and Remedy reports and resolve discrepancies.
Assist employees with onboarding and offboarding processes (system interaction, time entry, removal from payroll).
Conduct audits and reviews of time and attendance records across relevant systems; collaborate with auditors.
Develop and deliver training materials for users and train‑the‑trainer sessions on new automation systems.
Assist in reconciling all commitments and obligations with DFAS, making corrections, and communicating regarding funds status issues.
Provide technical advice and assistance regarding civilian payroll and time and attendance in line with OPM, DoD, and DHA policies.
Assist in completion of in‑processing forms; explain pay rate, periods, within‑grade increases, and leave accruals.
Review and process corrections to time and attendance records and personnel documents coded into the PAID system.
Research, resolve, and respond to verbal and written pay and leave inquiries from employees, supervisors, personnel staff, and finance staff.
Education
Bachelor’s Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business, or related discipline.
