Summary
This position is eligible for the Education Debt Reduction Program (EDRP) — a student‑loan payment reimbursement program. Candidates must meet specific eligibility requirements in accordance with VHA policy and submit an EDRP application within four months of appointment. Program approval, award amount (up to $200,000), and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after a complete review of the application.
Base Pay Range $67,261.00/yr – $105,788.00/yr
Basic Requirements
United States Citizenship; non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.
Education
Master’s degree in social work from a school accredited by the Council on Social Work Education (CSWE).
Graduates of schools in candidacy status do not meet this requirement until the school is fully accredited.
A doctoral degree in social work may not substitute for the master’s degree.

English Language Proficiency; candidates must be proficient in spoken and written English as authorized by 38 U.S.C. § 7403(f). May qualify under the Grandfathering Provision for current VHA employees who meet the criteria.
Grade Determinations
Social Worker – GS‑9 experience, education, and licensure.
Social Worker – GS‑11 experience requires a minimum of one year of post‑MSW experience in health care or a social work‑related setting, plus licensure or certification at the independent practice level.
Doctoral degree may substitute for the required year of professional experience.
Demonstrated Knowledge, Skills, and Abilities (KSAs)
Use a veteran‑centric approach in interventions and counseling.
Assess psychosocial functioning and needs of veterans and families, formulate and implement treatment plans.
Implement treatment modalities with individuals, families, and groups; judge and apply supportive, problem‑solving, or crisis intervention techniques.
Maintain effective working relationships and communication with clients, staff, and community agencies.
Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures including medications and terminology.
Provide consultation services to new social workers, graduate students, and staff about psychosocial needs and the impact on health care and compliance.
Knowledge of community resources and coordination of services; ability to make appropriate referrals.
Conduct psychosocial assessments and treatment interventions independently with diverse populations.
Physical Requirements: Participation in a pre‑employment examination or evaluation as part of the pre‑employment process.
Duties
Provide substance use disorder services to veterans admitted for outpatient treatment; some services may be provided to residential rehabilitation patients as needed.
Conduct psychosocial assessments to determine the needs of veterans and family members.
Conduct intake substance‑use‑disorder assessments to determine appropriate VA program needs.
Active participant in the treatment‑planning process with other disciplines.
Participate in transition/discharge planning with other disciplines and ensure timely and appropriate execution of transition plans.
Provide individual, family, and group counseling as appropriate, focusing on substance‑use‑disorder treatment.
Provide consultation/education to veterans and families on community resources, advance directives, and VA benefits.
Act as a consultant to other team/staff members.
Provide consultation/education to students of all disciplines on clinical practice and VA policy and procedure.
Provide case management to veterans and families as needed throughout the continuum of care.
Offer a full range of social services within professional standards, including case work, counseling, discharge planning, and other appropriate services.
Provide wellness/prevention education and facilitate patient/family support groups as appropriate.
Coordinate treatment and communicate with care lines to facilitate continuity of care for veterans.
Other duties as assigned.
Work Schedule Monday–Friday, 8:00 a.m.–4:30 p.m.; one evening per week, 10:00 a.m.–6:30 p.m.
Benefits
Competitive salary with regular increases; higher step rate may be awarded for unique qualifications.
Paid Time Off: 37–50 days annually (13–26 days annual leave, 13 days sick leave, 11 federal holidays). Selected applicants may receive credit toward annual leave accrual based on prior work or military service experience.
Parental leave: Up to 12 weeks paid after 12 months of employment for birth, adoption, or foster placement.
Child‑care subsidy: Eligible full‑time employees with a total family income below $144,000 may receive up to 25% of childcare costs (monthly max $416.66).
Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% employer contribution.
