Legislative Council Senior Program Evaluator

A senior program evaluator is responsible for leading complex, objective, and unbiased evaluations of the efficiency and effectiveness of state agency programs. This role will also provide other evaluation-related services for the North Dakota Legislative Branch and requires technical expertise and experience.
Essential Functions
Review legislative programs and initiatives, including program goals, rules, procedures, related statutory provisions, and administrative rules.
Design and implement program evaluation plans, outlining the objectives, scope, and methodology of the evaluation, and assessing program effectiveness and efficiency.
Conduct data collection and research for review and analysis, including collecting qualitative data from interviews, observation, and focus groups, and quantitative data from surveys, statistical analysis, and relevant reports.
Prepare reports and deliver presentations on evaluation findings and recommendations and respond to questions regarding programs and program evaluations.
Analyze, evaluate, and prepare reports on the fiscal impact of proposed legislation.
Perform other duties as directed.
Qualifications
A Master's degree (preferred) or a Bachelor's degree in a relevant field such as Accounting, Finance, Management, Economics, Statistics, Public Administration, Public Policy, or a closely related field.
A minimum of 3 years of progressively responsible experience in program evaluation, performance auditing, government oversight, or a similar analytical role.
Must be non-partisan and remain objective in all professional responsibilities.
Demonstrated ability to communicate complex findings effectively, both orally and in written reports, to diverse audiences.
