Job Summary This senior level position offers the opportunity to maintain and develop Apex’s Municipal services for public and private clients. The Leader will manage and grow the municipal services business in the North Dakota (ND) market, setting short‑term and long‑term revenue goals, monitoring project budgets, recruiting key staff, and pursuing new projects and clients. The Leader reports directly to Apex’s Municipal Sector Leader and will attend in‑person meetings with municipal engineers and operations personnel, promoting the company through industry‑specific professional organizations.
Essential Tasks and Duties
Manage all aspects of client relationships, including discussing potential project opportunities, reviewing RFPs and contracts.
Establish and maintain strategic partnerships to effectively win work and deliver quality municipal and infrastructure design and construction services.
Collaborate with other sector leaders regarding pursuits and staffing.
Follow and maintain strategic plan initiatives and goals for the ND municipal sector and the company.
Mentor project engineers in contract development, project profitability and risk management.
Participate in business development and marketing activities related to municipal services.
Attend conferences and professional seminars as needed to grow ND municipal services.
Coordinate and direct project pursuit efforts, participating in prospecting, positioning, proposing, and performance for projects with significant impact on sector revenue.
Attend municipal leadership team meetings.
Recruit and hire strategic positions that meet growth goals.
Communicate effectively in public meetings, professional seminars, and other settings.
Provide the Municipal Sector Leader with financial and progress reports on ND municipal operations.
Stay abreast of the latest civil engineering technical advancements in the ND market and make recommendations.
Follow company employee handbook and mandated safety policies.
Perform duties in a conscientious, legal, and ethical manner with strong attention to detail.
Work independently and collaboratively within a multidisciplinary team.
Participate in professional organizations and community leadership programs.
Travel and out‑of‑town stays may be required.
This position may frequently require more than 40‑hour work weeks.
Other duties as assigned.
Qualifications
Bachelor’s degree in civil engineering with 10+ years of municipal engineering experience and a minimum of 7 years project management experience, predominantly in the State of ND.
Licensed engineer to practice in the State of ND.
Experience and working knowledge in municipal engineering, construction, and public works/utilities in ND.
Experience with public agencies located in North Dakota.
Experience developing business and managing personnel in the consulting engineering industry is preferred.
Involvement in appropriate professional organizations beneficial to Apex and the municipal sector.
Proficiency with Microsoft Windows/Office products (Word, Excel, Outlook, PowerPoint).
Excellent written and verbal communication skills.
Detail‑oriented, self‑motivated with strong interpersonal and organizational skills.
Valid driver’s license or the ability to obtain one.
Physical Requirements
Operate a computer under normal ergonomic office conditions.
Clearly articulate both verbal and written communications.
Lift and move objects up to 25 pounds.
May require prolonged periods of standing and walking.
Must be able to work required and scheduled hours.

$125k - $175k (Actual base pay is dependent on several factors, including experience, education, licensure, job location, and internal equity.)
