The Office of the Independent Ombudsman (OIO) for State Supported Living Centers (SSLCs) is an independent state agency attached to HHSC.
The OIO is a dedicated team that advocates for SSLC residents’ rights, dignity, and respect.
Our vision is that OIO’s advocacy enables SSLC residents to lead safe, meaningful, self‑determined lives.
Essential Job Functions
Identify, initiate, receive, and investigate complaints and concerns regarding residents’ rights, service delivery and facility practices at the SSLC (25%).
Manage and facilitate a legislatively mandated audit of the SSLC; collect audit data and use Salesforce to evaluate staff‑to‑resident ratios, training adequacy, and policy compliance (25%).
Evaluate delivery of facility services to residents; observe committee meetings and build cooperative relationships with residents, staff, and family (20%).
Evaluate the process used to investigate, review, and report unusual incidents; review incident and ANE reports and make recommendations (20%).
Conduct outreach, training, and education; assist senior AIOs with statewide systemic investigations, attend conferences, and provide recommendations to leadership (5%).
Other duties as assigned (5%).
Knowledge, Skills & Abilities
Knowledge of basic human rights and due process.
Knowledge of State Supported Living Centers.
Ability to work independently and self‑manage responsibilities.
Advocacy skills for people with intellectual developmental disabilities.
Effective verbal and written communication.
Organization and time‑management skills.
Computer proficiency with Word, Outlook, Salesforce, and other applications.
Problem recognition, investigation of complaints, and facilitation of solutions.
Objectivity in sorting through information.
Communication with people who have difficulty expressing thoughts and opinions.
Open and responsive to constructive feedback from supervisors and peers.
Person‑centered thinking practices and approaches.
Management of competing priorities.
Teamwork in both in‑person and virtual environments.
Analysis and preparation of documents, reports, and correspondence.
Interpretation and evaluation of administrative policies and procedures.
Initial Screening Criteria
Minimum of five years’ experience ensuring high quality of care and services for individuals with developmental and intellectual disabilities.
Bachelor’s degree from a regionally accredited college or university with major coursework in human services or a related field is required, or a bachelor’s degree may be substituted with commensurate experience on a year‑to‑year basis.
Additional Information
Experience with person‑centered thinking practices preferred.
Experience as an advocate preferred.
Experience conducting and/or evaluating completed investigations preferred.
Final candidates will be asked to submit a writing sample and three professional references.
Travel: In‑state and overnight travel throughout the year, up to 25%.
Applicant must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide, Employee Misconduct, and HHS OIG List of Excluded Individuals/Entities. Males ages 18‑25 must register with Selective Service.

Position may require work‑hour flexibility; overtime not required.
