DUTIES SUMMARY
Under general policy direction, to perform, plan, organize, and direct the activities of the sewer Collections System section of the Department; coordinate programs with regulatory agencies to ensure compliance; direct and/or perform the review and analysis of new and changing regulations and assist in or perform the development and implementation of operational procedures to ensure cost‑effective compliance with all environmental regulations associated with the operations and construction of the sewer collections system; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS The class of Collections System Superintendent reports to the Director of Water Reclamation. This single incumbent class is responsible for developing and managing the programs and staff engaged in sewer collections activities and for ensuring compliance with environmental regulatory requirements. The incumbent exercises significant authority and independence in implementing a broad range of activities with other Department executives and managers and is responsible for supervision of subordinate administrative staff and the Collections System Supervisor. The Superintendent may serve in the absence of the Director of Water Reclamation.
Examples of Duties
Provide courteous and expeditious customer service to the general public and City and Department staff;
Routinely adhere to and maintain a positive attitude toward City and Department goals;
Perform, plan, organize, control, integrate and evaluate the work of the Sewer Collections Section;
Under the generalized policy direction of the Director and executive management, develop, implement and monitor long‑term plans, goals, and objectives focused on achieving the Department's mission and assigned priorities;
Participate directly in the development of and monitor the performance against the Department's annual budget;
Manage, direct, and/or perform the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals, objectives, and work standards;
Oversee and/or perform the planning and evaluation of staff performance; establish performance requirements and personal development targets; monitor performance and provide coaching for performance improvement and development; recommend compensation and other rewards to recognize performance;
Counsel employees; recommend, draft, and implement disciplinary action in accordance with the Department's personnel rules, policies and labor agreements;
Provide day‑to‑day leadership, and work with staff to ensure a high performance, customer service‑oriented work environment which supports achieving the Department's mission, strategic plan, objectives and values;
Plan, direct, participate in, or conduct administrative or management assessments relating to assigned environmental regulatory requirements; identify problems, perform research and analysis, and evaluate alternatives; discuss findings with Department executives and managers; develop conclusions, recommendations, and implementation plans; direct, coordinate, and participate in implementing policies and practices;
Oversee and direct the activities and functions of the Sewer Collections function, including development, communication and implementation of the Department’s sewer line maintenance and repairs program, monitor and direct or perform the review and analysis of staff certification requirements, develop and maintain communication processes and procedures with Department staff on areas of responsibility and assist in or perform the evaluation and implementation of solutions;
Conduct and/or delegate frequent inspections to reactively evaluate work completed by the Sewer Collections Section to ensure conformance with Department standards (“Quality Control”);
Proactively lead the dynamic review and revision of existing procedures and methods to provide assurance that the Department will maintain high quality delivery of the Sewer Maintenance service (“Quality Assurance”); develop and implement a comprehensive maintenance strategy to manage the Collections System that is fully responsive to the approved Sewer System Management Plan (SSMP);
Develop, implement, and maintain or ensure the performance of each for a Geographical Information Systems (GIS) based Computerized Maintenance Management System (CMMS) for the Collections System;
Evaluate the need for and direct the repair of major system breakdowns, including development and implementation of all aspects of emergency or planned repair projects;
Monitor new trends, innovations, and developments in the field of collections system maintenance; recommend and assist in the revision of policy, procedure, and equipment changes consistent with requirements;
Maintain a thorough understanding of all aspects of the State Water Resources Control Board’s Waste Discharge Requirements (WDRs) and ensure Department’s conformance, to all reasonable extents, all elements therein;
Maintain a thorough understanding of the California Integrated Water Quality System Project (CIWQS) and perform all functions within the system, including designation as a/the Legally Responsible Official (LRO);
Develop and implement the Department’s Sewer System Management Plan (SSMP) and Overflow Emergency Response Plan; ensure subordinates follow the plans in work methods and procedures; ensure accurate documentation is collected for distribution to the responsible agencies; report and document SSO’s as required;
Interview applicants and recommend action on appointments;
Develop, implement, and audit Standard Operating Procedures (SOPs);
Review engineering design plans, specifications, or documents for the Department’s systems and facilities to ensure conformance with Department standards and/or policies; confer with engineering staff, consultant(s), and contractors regarding the design and construction of new and/or rehabilitated facilities; assist in the development, management, and implementation of the Department’s Capital Improvement Plans;
Develop, manage, inspect, and administer/maintain contracts for the construction and repair work done for the Department on the Collections Section and closely coordinate with the Department’s Contracts Section; ensure compliance with Department’s purchasing and fixed assets policies, as well as the California Public Contract Code;
Inspect and assure that safety equipment is consistently used and worn by employees and that proper safety standards and procedures are adhered to and enforced; keep up to date on the latest safety requirements;
Coordinate with the San Bernardino County Fire Department, HazMat, and Environmental Health agencies to remove hazardous waste identified from City rights‑of‑way and sewer system;
Coordinate the Section’s activities or represent the Department or Collections Section with other Department Divisions and Sections, City departments, outside agencies, organizations, and individuals; communicate with customers in accordance with the Department’s policies and/or procedures on dissemination of information;
Analyze proposed state and federal law, regulations, and court decisions; recommend and implement policy and procedural changes consistent with requirements; direct or conduct research and analysis of the Department’s needs and requirements in assigned areas of responsibility; recommend appropriate actions and implements programs;
Exercise a high level of tact and diplomacy in dealing with Staff, members of the public, as well as other Divisions and Sections of the Water Department;
Prepare, review, and maintain a variety of records, reports, memoranda, correspondence, directives, time sheets, incident reports, maintenance requests, daily operations reports/logs, and other documents;
Review and approve payroll timekeeping records;
Schedule and conduct staff meetings; attend other meetings and meaningfully contribute comments and recommendations;
Operate vehicles and Collections equipment as necessary;
Knowledge and Abilities Knowledge of:

MINIMUM QUALIFICATIONS Graduation from high school, or equivalent;
Six (6) years of journey‑level experience in wastewater collections field work with increasingly responsible experience in wastewater collection system maintenance and operations or construction project management of wastewater or collections systems; and at least two (2) of which were in a supervisory capacity or greater;
Possession of a degree in engineering, physical sciences, business administration, or a related field may qualify for two (2) years of the required experience for a Bachelor’s degree or one (1) year for an Associate’s degree.
Certificates : California Water Environment Association (CWEA) Collection System Maintenance Certificate Grade IV is required at the time of application.
NECESSARY SPECIAL REQUIREMENTS Possession of a valid California Class “C” driver’s license is required at the time of application. For out of state applicants, a valid Driver’s License is required and a valid California Class “C” driver’s license must be obtained within ten (10) days of appointment (CA Vehicle Code 12505c).
An employee in this classification shall be required to serve as a designated “key responder” and as such be required to respond to emergency operational conditions during non‑working hours including nights, weekends, and holidays.
Physical Tasks and Environmental Conditions Work is primarily performed in a field environment that is frequently loud and prolonged, in a variety of environmental and extreme weather conditions (both indoors and out), and in or near street traffic with significant exposure to hazardous drivers. Incumbents regularly work near moving mechanical parts, are exposed to wet and/or humid conditions, heavy vibration, and in precarious places. Incumbents frequently work on slippery or uneven surfaces and work occasionally involves exposure to potential physical harm, infectious disease and hazardous chemicals including smoke, fumes or airborne particles, gas, untreated wastewater, dirt, dust, grease, oil, caustic chemicals, solvents, and toxic agents, and fumes in various states (gaseous, liquid, or solid). Incumbents need to be able to tolerate unpleasant odors (and take appropriate safety precautions), wet conditions, and uncomfortable climate conditions. Incumbents are regularly required to sit, walk, and stand on a variety of surfaces, use hands to finger, handle, feel, or operate objects, tools, and controls, use hands and arms at any height (including above the shoulder), perform repetitive movements of hand and/or wrists, climb or balance on ladders or stairs, and traverse or stand on uneven surfaces. There is frequent need to stand, stoop, bend at the waist, walk, crawl, crouch, climb and perform other similar actions during the course of the workday.
