The Workforce Development VISTA will build the infrastructure for a sustainable, countywide Workforce Development Program in San Juan County, Utah that connects residents, particularly low‑income, tribal, and rural populations, to training, skills development, and quality employment opportunities. The project addresses persistent economic barriers in a geographically large, rural county where access to education, transportation, and coordinated workforce services is limited.
The VISTA member will focus on capacity‑building activities that strengthen San Juan County’s ability to coordinate workforce partners, align existing resources, and expand equitable access to employment and training programs. Activities will include developing partnerships with employers, education and training providers, tribal entities, and social service organizations; creating systems to track workforce needs and opportunities; and supporting grant research and development to sustain the program long term. This project supports the AmeriCorps VISTA mission to alleviate poverty by creating systems that increase economic mobility and reduce barriers to employment. By improving coordination and access, the program will help residents gain skills that lead to stable, living‑wage jobs and long‑term financial stability. The Workforce Development VISTA operates under AmeriCorps and is coached by the Project Director of the Moab Free Health Clinic as the official VISTA Sponsor, and supervised by the San Juan County Economic Development Manager (Host Site).
Member Duties The AmeriCorps VISTA member will build sustainable workforce development systems for San Juan County. The member will analyze labor market data to develop a baseline report identifying in‑demand industries and skill gaps, and create a visual workforce pipeline map to guide partner alignment.
The VISTA will design a community‑based workwear access system for low‑income jobseekers by identifying distribution sites, developing standard operating procedures, and creating a volunteer coordination framework. They will also develop processes for maintaining local job listings across digital and physical platforms, including systems to track engagement and ensure access for residents without internet.
The VISTA will conduct training site and resource mapping, develop coordination frameworks for workforce pilot programs, and build countywide communication and outreach systems.
