Attorney‑Adviser (Contract) Join DLA Careers as a contract Attorney‑Adviser. This position is located at Defense Logistics Agency Headquarters, Office of General Counsel, Fort Belvoir, VA. The role reports to the Chief, Acquisition Law Division at DLA HQ.

Establishment Salary: GS‑13 $120,579–$156,755; GS‑14 $142,488–$185,234.

Duties

Advise DCSO contracting officers and agency personnel on procurement matters at all acquisition stages.

Provide counsel on contract formation, including solicitation language, evaluation of offers, source selection, award decisions, debriefings, and award documents.

Respond to bid protests, conduct analysis, and prepare filings for the Government Accountability Office.

Act as Agency attorney of record for bid protests and appeals before the Armed Services Board of Contract Appeals.

Handle contract administration matters: modifications, disputes, equitable adjustments, claims, and termination actions.

Assist DOJ in federal court cases involving bid protests and contract disputes.

Support internal and external reviews, audits, and Red Team reviews.

Meet with senior leadership to provide advice on acquisition, contract administration, and litigation matters.

Collaborate with DLA Acquisition Law Division and subordinate offices on related matters.

Design or conduct training on acquisition matters for DCSO personnel.

Perform other duties as assigned.

Qualifications

First professional law degree (LLB or J.D.).

Licensed and in good standing with the bar of a U.S. state, commonwealth, territory, or District of Columbia. Bar status required within 6 months of application date.

Professional legal experience: ≥2 years for GS‑13, ≥3 years for GS‑14.

Federal acquisition law experience at least one year at the next lower grade.

Expert knowledge in defense acquisition processes, complex federal service contracts, and contract administration.

Experience defending bid protests and appeals before GAO, Court of Federal Claims, or Armed Services Board of Contract Appeals.

Strong analytical, research, and risk‑analysis skills.

Excellent communication, legal and business judgment, and interpersonal skills.

Security Clearance Position requires a Secret security clearance. Candidates must obtain and maintain clearance; failure to do so may result in withdrawal of the offer.

Education Requirements Transcripts or equivalent documentation must be submitted to verify educational qualifications.
