Summary The position offers an excellent opportunity for attorneys to enhance their experience portfolio for future leadership positions. The selectees will assist in the management of the delivery of legal services to the SPB‑TF with a primary focus on procurement law, interagency and international support to DHS, CBP, military construction, contract claims and appeals, civil litigation, real estate, and fiscal law.

Overview Acceptance Window:

10/30/2025 to 11/06/2025

Salary:

$125,882 – $195,200 per year (GS‑14, based on location and step)

Locations:

Phoenix, AZ; Los Angeles, CA; Sacramento, CA; San Diego, CA; San Francisco, CA; Albuquerque, NM and Remote (situational telework only)

Appointment Type:

Term – Two years with possibility to extend to five years and potential for permanency.

Travel:

25% or less required. Relocation expenses reimbursed.

Other:

Eligibility for situational telework only; no security clearance required.

Duties

Prepare or review complex legal issues, instruments, assemblies, or legal opinions on questions relating to state and federal laws and regulations.

Act as official legal representative of the District in contacts with the U.S. District Attorney and other professional personnel.

Handle contract formation activities affecting award of contracts, including review of Invitations for Bid, Requests for Proposal, and source selection documents.

Represent the District in agency bid protests and at the Government Accountability Office, drafting positions and presenting the government’s case.

Manage contract performance and administration, including interpretation, review of modifications, terminations, suspension/debarment, bankruptcy, and contractor performance evaluations.

Requirements

Appointment subject to suitability or fitness determination via background investigation.

Submit a Financial Disclosure Statement, OGE‑450, upon entry and annually thereafter.

Qualifications

US Citizen; must meet education and experience requirements.

Education: Law degree (LLB or JD) from an ABA‑accredited law school; transcripts required.

Bar Membership: In good standing of a U.S. state, territory, or commonwealth bar, DC, or Puerto Rico.

Professional Legal Experience: Three or more years after bar admission, commensurate with duties (examples include advising on acquisition, litigating contract disputes, advising on procurement fraud, etc.).

Time in Grade: If currently a federal attorney, completed one year at next lower level within 30 days of close or previously served at same or higher grade.

Knowledge, Skills, and Abilities (KSAs) as listed (include procurement law, civil litigation, federal procurement, FOIA, etc.)

Evaluated on competency in areas such as advocacy, trial experience, problem solving, teamwork, and communication.

Foreign Education: If applicable, credentials evaluated and deemed equivalent to U.S. law school.

Additional Requirements

Selective Service Registration for male applicants born after 12/31/1959.

Proof of U.S. citizenship required.

One-year trial/probationary period may be required.
