Position Summary:

The Attorney will provide legal counsel to the Division of Public Health, draft administrative orders, participate in hearings, and advise agency staff on public health law, regulatory matters, and open records responsibilities. The role includes reviewing contracts and regulations, handling matters related to the Kansas Open Records Act and Open Meetings Act, and performing any related legal duties as assigned.

Responsibilities

File administrative orders, briefs, and participate in pre‑hearings and administrative hearings.

Communicate with agency staff and other attorneys regarding legal issues.

Review and approve contracts and regulations.

Handle matters related to Kansas Open Records Act (KORA), Open Meetings Act, and records retention.

Provide timely responses to open records requests and advise staff on KORA compliance.

Perform additional legal duties, including environmental law and civil litigation, as assigned.

Research, provide legal advice, and represent the agency in administrative cases.

Qualifications

Education:

Juris Doctorate.

Licensing:

Valid Kansas bar license in good standing; valid driver’s license for state vehicle use.

Minimum Qualifications:

Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law.

Preferred Qualifications:

Experience with civil rights/ADA complaints, drafting administrative regulations, providing legal advice to senior government staff, proficiency in Microsoft Office, and strong proofreading/editing skills.

Post‑Offer Requirements:

Kansas Tax Clearance Certificate within ten days of hire.

Salary & Benefits Annual salary range: $80,000 – $88,000 (variable based on education, experience, and qualifications).
