Position Overview We are seeking a

Bilingual Mandarin Human Resources Specialist

to support HR operations for our U.S. team while collaborating closely with headquarters in Taiwan. This role manages recruitment, onboarding, employee relations, HR administration, and compliance. The ideal candidate is detail‑oriented, culturally aware, and proactive in supporting employees and leadership across multiple departments.

Key Responsibilities 1. Recruitment & Onboarding

Manage full‑cycle recruitment for U.S.-based positions, including CAD Engineers, Designers, Project Coordinators, and additional technical and administrative roles.

Partner with hiring managers and headquarters HR to define role requirements, sourcing strategies, and recruitment timelines.

Conduct resume screening, candidate interviews, reference checks, and coordinate offers.

Oversee onboarding and new hire processes, including orientation, I-9 verification, E-Verify submissions, background checks, and all hiring documentation.

2. Employee Relations & Engagement

Serve as a primary point of contact for employees regarding HR policies, benefits, performance concerns, or workplace issues.

Foster a positive and collaborative workplace culture while facilitating communication between U.S. employees and Taiwan leadership.

Support employee satisfaction, retention, and engagement initiatives, ensuring alignment with company values and operational goals.

3. Compensation, Benefits & HR Administration

Administer employee benefits programs, including health, dental, vision, 401(k), PTO, and other offerings; coordinate with benefits brokers and providers as needed.

Process personnel changes such as promotions, transfers, salary adjustments, and terminations with accuracy and compliance.

Ensure adherence to federal and state employment laws including EEO, FMLA, ADA, and Arizona-specific regulations.

Maintain and update HRIS systems and confidential personnel files with precision and discretion.

Qualifications

Bilingual proficiency in

Mandarin and English

(verbal and written) required.

3+ years of experience in Human Resources support or HR Specialist-level responsibilities.

Strong understanding of U.S. employment laws and HR compliance requirements.

Experience recruiting for technical or engineering roles preferred.

Exceptional communication, cultural sensitivity, and organizational skills.

Ability to work onsite full-time and collaborate across teams in multiple time zones.
