Position Overview The County of Volusia is seeking a Family Medical Leave Specialist within the Human Resources Division. This position is located in Deland, Florida, and will be responsible for the administration and daily tracking of the Family and Medical Leave Act (FMLA) and Leave of Absence (LOA) programs. Candidate must be detailed oriented, well-organized, have the ability to multi-task, and work under minimal supervision.

Key Responsibilities

Handles the FMLA leave administration process from the employees initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.

Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work; relays communication between employees and their managers during leave within reason.

Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits.

Oversees the return-to-work process for employees returning from extended FMLA/LOA

Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.

Facilitates other leave requests, which may include accommodation requests under the ADA.

Preserves confidentiality of employee medical documentation and files.

Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.

Contacts health care providers for clarification and verification of forms submitted.

Additional Responsibilities

Approves or denies requests for FMLA based on leave eligibility and federal regulations. Discusses discrepancies with supervisor prior to making final determination.

Generates FMLA/LOA forms and reports as required.

Monitors FMLA/LOA program for compliance with management goals and objectives.

Conducts FMLA/LOA training for supervisors and managers.

Analyzes data and policies to maintain the FMLA/LOA program effectiveness and efficiency.

May be assigned to other county locations based upon operational needs.

Attends work on a regular and consistent basis.

Must adhere to Federal, State, County and Local ordinances.

Responds to emergency situations.

Performs other related duties as assigned.

Education High School Diploma or GED.

Experience / Training / Certification Four (4) years of progressively responsible administrative experience or technical support with at least one (1) of the four (4) years working with Family Medical Leave Act (FMLA) requests or in medical/practitioner field. Experience using Microsoft Office Suite programs is required.

A comparable amount of related education, training, or experience may be substituted for the minimum qualifications.

The preferred candidate, having met the minimum qualifications will have four (4) years of experience administering a Family Medical Leave Act (FMLA) program, as well as experience working with an agency employing more than 500 employees. An AA/AS Degree is a plus.

License Must possess a valid driver’s license at time of hire.

Must obtain a valid Florida driver’s license within 30 days of hire and maintain thereafter.

Knowledge and Abilities

Knowledge of the Family Medical Leave Act (FMLA) procedures and regulations.

Knowledge of the county's Leave of Absence (LOA) Request process, procedures and regulations.

Proficient in using Microsoft Office Suite or similar programs.

Ability to exercise judgement and discretion in applying and interpreting policies and procedures.

Ability to work with employees and management in solving and answering FMLA related questions and issues.

Ability to assemble and present information in a clear/concise manner.

Ability to multi-task, and work under minimal supervision.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with employees and staff, other County departments/divisions, and outside agencies/businesses.

Ability to work under high stress levels with frequent interruptions and easily adjust to tight and often changing deadlines.

Must be able to relocate to other county locations based upon operational needs.

ADA Requirements Physical Demands : Ability to perform essential duties and responsibilities and meet the minimum qualifications. Primarily sedentary work. Ability to talk, hear, and see. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Finger dexterity. Ability to bend, stoop, and reach. Ability to lift, push, pull and/or carry a minimum of 10 lbs.

Ability to read and comprehend technical and scientific manuals, legal documents, journals, documents associated with Family Medical Leave Act (FMLA) program, Leave of Absence (LOA) and Americans with Disabilities Act (ADA); reports, instructions, memos, and letters. Ability to perform basic mathematical functions. Ability to write letters, memos, reports relaying information, data, and details. Ability to speak clearly and concisely in relaying information. Ability to analyze and develop conclusions.
