Description
The Office of Program Performance within the Office of the Ombudsman is committed to ensuring the citizens of the Commonwealth of Kentucky receive the correct benefits and have proper access to public assistance programs administered by the Cabinet. With a focus on SNAP, Medicaid, KTAP, and other public assistance programs, the Office works to provide accurate reviews and valuable feedback to state and federal partners.
In the Division of Program Access Compliance, you will be a member of a team that is charged with conducting SNAP and Program Enhancement Reviews in the Cabinet for Health and Family Services (CHFS) Department of Community Based Services (DCBS) County Family Support Offices statewide. The principal objectives of the team are to serve as a mechanism to improve case work accuracy and enhance the quality of customer services provided by DCBS to the citizens of the Commonwealth of Kentucky.
The candidate may need to report to the office as needed and will require in-person visits to their assigned counties. REGULAR TRAVEL WILL BE REQUIRED. Travel is required to conduct job duties and occasional overnight travel may be required.
Key Responsibilities
Provide technical assistance to management, Quality Control, and field staff in the interpretation as it relates to resolving errors.
Examine a valid random sample of cases to determine the accuracy, promptness, and compliance of laws, regulations, and policy procedures as mandated by federal and state agencies.
Assure federally set access procedures and formats are utilized appropriately and accurately in a timely and complete manner.
Collect and analyze data for compliance verification purposes.
Conduct on‑site visits to interview staff and conduct facility inspections for access compliance.
Preferred Knowledge, Skills and Abilities
4 years of current SNAP experience and excellent policy knowledge.
Minimum of 1 year experience with a QA system.
Skilled in Microsoft Office programs.
Excellent written and verbal communication skills.
Ability to travel throughout the state to achieve Division objectives.
Travel is required to conduct job duties.
Occasional overnight travel may be required to perform job functions.
Minimum Requirements Education Graduate of a college or university with a bachelor’s degree.
Experience, Training, or Skills Three years of experience in reviewing, monitoring, determining eligibility for, or administering the Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance Program, Medical Assistance, Child Care Assistance Program, or other public assistance programs.
Substitute Education for Experience None.
Substitute Experience for Education Experience in social work, counseling, providing direct services to individuals and/or families (i.e., employment services, community action agencies), or experience in reviewing, monitoring, determining eligibility for and/or administering the Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance, Medical Assistance, Child Care Assistance Program, or other public assistance programs will substitute for the required education on a year‑for‑year basis.

Working Conditions Work is typically performed in an office setting. Occasional travel is necessary.
