Overview
Tyto Athene is seeking an experienced
Outside Plant Engineer
to work in the Oak Ridge, TN location. The Optical/Outside Plant Engineer (Special Circuits) reports directly to the Tyto Athene Project Manager and is responsible for leading and coordinating the design, development, implementation, operations and/or optimization of multiple complex infrastructure and transport systems throughout the Oak Ridge Reservation (ORR).
Responsibilities
Perform the daily operations for the outside copper and fiber plant to include engineering, permitting, contracting, designing and maintenance of copper and fiber facility installations and existing fiber and copper facility relocations.
Responsible for design and development of complex outside plant (OSP) equipment installations, modifications, and upgrades.
Maintain fiber splice records, network topography records and fiber mapping and as-builts in corporate inventory systems. Work closely with other earners, engineering firms, local/stale agencies and building owners/landlords on new installations and relocations.
Utilize a variety of systems for the processing and reporting of work activities, inventorying OSP facilities, documentation of projects to include but not limited to new construction and route maintenance/protection.
Complete project estimations of equipment, labor, and material costs. Complete designs, bids and permits and assist the Project Manager in the management of construction activities of new copper and fiber facility installations.
Monitor infrastructure builds and reviews punch lists and approves work to industry construction standards. Support preparation of project timelines and provide detailed weekly status reports.
Identify and coordinate with contractors/subcontractors for engineering, permitting and construction of OSP infrastructure. Maintain fiber splice records, network topography records and fiber mapping.
Direct emergency restoration and mitigation activities required for the OSP network, including fiber optic damages, natural disasters, power failures and other events.
Define service order customization requirements and completion criteria; review OSP infrastructure designs, ensure compliance with applicable industry and DOE standards, and create integrated work plans and configurations. Selects routing of lines and equipment required for work projects.
Plans and prepares drawings for construction or modification of overhead or underground lines, cables, and conduits to obtain optimum and economical utilization of communications facilities.
Perform surveys as required. Assist in the development, review and implementation of work plans, Job Hazard Analysis (JHA) and work instructions as necessary.
Support special circuit engineering and implementation. Document that all circuit design records are complete and accurate, including creating circuit design records as needed and updating them for as-built or service restoration changes.
Assist with the engineering, installation, service and maintenance of customer premise equipment and last mile fiber circuits as necessary and directed.
Ensure all fibers, cables and other connections are properly tagged and identified and that these connections have the proper physical support such as fiber duct, spiral wrap and strand relief supports.
Ensure all equipment is mounted to maintain operational reliability.
Required
Capable of working effectively with co-workers and fulfill customer requests.
Strong computer skills with emphasis on applications are required.
Ability to successfully handle multiple priorities simultaneously.
Ability to work extremely flexible hours and support on-call duties and shift work as required.
Additional work hours beyond normal duty hours may be necessary, at times, to complete the weekly workload based upon the discretion of the supervisor.
On-call availability during off-hours in the event of service problems with the system.
Ability to concisely and effectively communicate and present complex technical information to a varied audience, including technical and non-technical customer representatives.
Effective time management to allow for involvement in special task order projects as assigned by the supervisor.
Perform duties with minimum supervision, and participate in cross-functional projects as scheduled.
Fostering of excellent relations with the Customer and the Team on behalf of Tyto.
Follow established guidelines set forth by the Customer, Tyto, and the supervisor for conduct and work performance.
Isolate system problems and malfunctions; take timely corrective action to meet conditions of the contract.
Must be a US citizen.
Ability to work flexible/extended hours and possibly holidays is required.
A valid driver’s license is required.
The ability to pass a background check and obtain a Department of Energy security clearance is required.
A minimum of a bachelor’s degree and 3 years’ experience or 7 years of experience providing technical expertise as it refers to all the physical cabling (copper and fiber) and supporting infrastructure (such as conduit, cabinets, tower or poles), and any associated hardware (such as repeaters) located between a demarcation point in a switching facility and a demarcation point in another switching center or customer premises.
Registered Communications Distribution Designer (RCDD) certification through Building Industry Consulting Services International (BICSI) a plus.
Advanced experience with Outside Plant Distribution and Feeder engineering and design. In-depth knowledge of copper and fiber splicing, testing and restoration.
In-depth working knowledge of transmission equipment and technologies such as SONET. Pair Gain, Adtran, Disc's and Dense wavelength division multiplexing (DWDM). Experienced and knowledgeable in network troubleshooting techniques, thorough understanding of SONET/TDM circuit operations, including test access, circuit testing, line coding and framing of DS1s, DS3s, OC3s, OC12s, OC48s and OC192s.
Efficiently operate and be familiar with such test equipment as optical power meters, OTDR, Optical Spectrum Analyzers, and SONET, T1 and DS3.
Knowledge and/or certifications from industry standards organizations to include Building Industry Consulting Services International (BICSI).
