Under limited supervision, provides a variety of routine and complex administrative and technical support in the administration of City government for the Human Resources Division. FLSA status: Non-Exempt.

Specific Duties

Manages the recruitment process for all City positions.

Maintains the City's electronic employment database / Human Resources Information System (HRIS); consults with departments regarding their recruitment needs; prepares job announcements and advertising.

Creates scoring plans to review applications for minimum qualifications; coordinates and schedules tests and interviews.

Proctors applicant testing for written exams.

Conducts pre‑employment screening for all new hires including fingerprinting, background checks, motor vehicle checks, drug screening and fingerprinting.

Prepares new hire paperwork.

Creates employment offer letters.

Maintains EEO statistics and associated reports.

Coordinates random drug testing for safety sensitive positions.

Maintains electronic security by issuing proximity badges using Asurid badging software and S2 security systems for databases and access control.

Maintains NCJIS Compliance.

General Duties Performs administrative duties involving department and municipal functions and procedures; researches, compiles, and assists in data analysis for special reports and projects; compiles data and prepares routine periodic reports; assists in the management of special projects; develops informational materials; gathers and compiles information for budget development; aids in the monitoring of the budget; responds to requests and resolves complaints through interpretation of City and department policies, procedures, rules, and regulations.

Administrative Duties In addition, may be required to perform a variety of secretarial duties: prepares correspondence, and other written communications; maintains inventories and orders materials, equipment, and supplies; processes invoices and approves for payment; maintains records and files; arranges meetings; provides administrative and secretarial support to assigned committees, boards, and commissions; maintains calendars of department activities, events, and meetings; coordinates activities with other departments, outside agencies, and the public.

KNOWLEDGE OF

City operations, functions, policies, and procedures.

Office management and administrative support practices and procedures, financial and bookkeeping methods, procedures, and techniques.

Principles and practices of budget preparation and administration.

A variety of computer software, including word processing, spreadsheets, and presentation applications.

Department goals, objectives, policies, and procedures.

Supervising methods, procedures, and techniques.

Human Resources practices.

SKILL IN

Researching, compiling, and preparing reports.

English usage, spelling, grammar, and punctuation.

Using office equipment, including personal computers and computer terminals.

Keyboarding (typing)

Training, supervising, and evaluating the work of office staff.

Preparing accurate and concise reports.

Planning, organizing, and prioritizing work assignments.

Establishing and maintaining effective working relationships with City staff, outside agencies, and the general public.

Preparing and maintaining complex financial and statistical records and reports.

High School diploma or GED is required.

Five (5) years experience in progressively responsible administrative work with a minimum of one (1) year being recent human resources related experience is required; OR

An Associate's Degree and three (3) years of related experience with a minimum of one (1) year being recent human resources related experience is required.

Recruitmentexperience is preferred.
