We are seeking a
Port Human Resource Analyst (Payroll/Benefits)
to administer employee benefits and payroll programs, and to manage special projects related to personnel systems.
Responsibilities
Inform employees of benefit options and enroll them in plans; track and maintain coverage for employees, eligible dependents, and retirees.
Serve as liaison between employees, retirees, and benefits vendors, resolving claims and eligibility matters.
Segregate benefits costs by department and reconcile billing for PERS medical, dental claims, and other benefits.
Gather and analyze data and financial records, prepare monthly benefits cost reports, and collaborate with MIS staff to produce new employee benefit information reports.
Interpret eligibility issues, respond to inquiries regarding benefit policies, and provide clarifying information to employees.
Maintain medical reimbursement records for retirees; manage COBRA enrollment and deadlines.
Compose memoranda and letters advising employees on benefit changes; prepare responses to benefit surveys.
Participate in meetings with management and third‑party consultants to discuss benefits packages and propose improvements.
Act as backup for the deferred compensation program when the Human Resources Supervisor, Benefits is absent.
Coordinate the annual Open Enrollment Information Health Fair.
Screen and assess proposals for new benefits packages and present attractive options to the Payroll and Benefits Supervisor.
Interpret personnel rules and assist in policy development.
Participate in special projects as assigned.
Minimum Qualifications
Education: Bachelor’s degree in human resources management, business administration, public administration, industrial relations, or a related field.
Experience: Two years of progressively responsible experience at the level of a Port Assistant Human Resource Analyst or a closely related field.
