Project Manager 1 (NY HELPs)

Pay Range Base pay: $50,844.00/yr – $85,138.00/yr

Salary range above applies to candidates appointed to Project Manager 1, G-18.

Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State agencies. Project Manager 1, SG-18, will oversee and manage high‑profile projects impacting statewide users and initiatives of NYS Information Technology Services.

Responsibilities

Assist with creating new or maintaining existing project management plans and documentation to coordinate and support the activities of a project team.

Prepare or review project proposals or plans to define basic scope statements and document project high‑level requirements.

Assist or develop the project schedule, including start and end dates and critical project milestones.

Maintain project records and reports progress against established schedule and project resource expenditures.

Prepare quality metrics concerning the project performance.

Prepare project status reports and communicate project status.

Communicate with stakeholders and coordinate the project team activities to ensure project objectives are met.

Design, develop, and/or refine project management templates.

Prepare project portfolio or project inventory products and reports.

Create and maintain a shared project management artifact repository.

Qualifications Minimum Qualifications

Open to NYS employees in a title designated appropriate for Section 52.6 transfer to the title of Project Manager Trainee 1 or Project Manager Trainee 2.

NY HELPs Minimum Qualifications

A bachelor’s degree and two years of professional experience in project management which must include planning and at least three of the following management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.

Candidates eligible for consideration under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55‑b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55‑b/c program must possess a bachelor’s degree to meet the education qualifications. Salary range above applies to candidates appointed to Project Manager 1, G-18. The hiring rate for candidates appointed to Project Manager Trainee 1 starts at $52,198 and is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Project Manager 1 upon the successful completion of a two‑year traineeship.

Additional Information Some positions may require fingerprinting. Some positions may require up to 25 % travel and/or lifting up to 50 lbs. ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
