LOCATION OF POSITION Maryland Department of Human Services Office of Budget and Finance 25 S. Charles Street, 18th Floor Baltimore, MD 21201
Main Purpose of Job The Payroll Manager plans, directs, and administers the Department’s payroll/leave accounting operations, authorizing and controlling salary and fringe benefit expenditures annually for DHS’s approximately 6,000+ regular and contractual employees. The role involves monitoring the Agency’s time‑keeping system (SPS, a Workday-based system), developing and monitoring payroll and time‑keeping processes and procedures, and leading a team of payroll employees.
POSITION DUTIES
Acts as Payroll Manager and provides effective direction, training, and leadership.
Develops new procedures, documents policies and processes, and monitors ongoing effectiveness.
Manages the Department’s Salary Distribution System, tracking salary and fringe benefit costs per employee by cost center according to the Department’s chart of accounts and Federal Cost Allocation Plan.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.
Notes:
150 college credit hours from an accredited college or university can substitute one year of required experience, up to four years.
A Bachelor’s degree from an accredited college or university can substitute the required experience.
A Master’s degree from an accredited college or university can substitute the required experience.
U.S. Armed Forces military service as a commissioned officer with staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing/unit coordination, can substitute the required experience on a year‑for‑year basis.
DESIRED OR PREFERRED QUALIFICATIONS
One year of experience with a public sector payroll system (State, Federal, or Local).
One year of supervisory experience.
One year of experience working with Workday and/or Excel.
LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees may be assigned duties requiring operation of a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland.
SELECTION PROCESS Applicants must provide sufficient information on their application to show they meet the qualifications by the closing date. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible employment list for at least one year.
