Prince George’s County Fire/EMS Department is currently seeking qualified applicants to fill a Grants Manager (Accountant 4H) position, grade H27, in the Grants Management Division.
About the Position This is a high-level accounting professional position whereby the incumbent performs complex financial, administrative, and supervisory duties for the Fire/EMS Department with a high degree of independent judgment, action, initiative, and analysis. The incumbent is responsible for the grant portfolio for the Fire/EMS Department. This work requires considerable knowledge of grants administration workflows, policies, and procedures, including but not limited to, executing direction in support of the acquisition of grant funding for critical projects and program/functional areas of the Department. The incumbent is responsible for administering the full life cycle process of grants administration in collaboration with the fiscal affairs team and other subject matter experts within the Department. This includes sourcing grant funding opportunities, coordinating the application and submission process, award processing, and compliance/reporting of key grant metrics. Work is performed under the general supervision of the Fiscal Affairs Manager and is evaluated based on the overall contribution to the agency’s improvement and organizational efficiency.

Provides administrative oversight and supervision for the Department’s grants management
Provides professional/technical advice and support to department heads, management, officials, and staff
Administers the full life-cycle process of grants administration in collaboration with the Fiscal Affairs team within the Department
Conducts routine monitoring of grant funding streams relative to the Department’s fiscal budget and spending cycles to ensure alignment with grant timeliness and requirements
Partners with the Office of Finance and Office of Management and Budget to coordinate grant activities and responds to inquiries for grant information and data
Oversees grant expenditure tracking and analysis, vehicle fringe benefit accountability, special projects, and other required County expenditure reporting
Ensures all agency personnel within the program are trained and provided with a program manual. which outlines the policies and procedures of the grants program
Consults with Department leadership and various County officials as needed and/or required to develop yearly forecasts and strategic plans for the acquisition and alignment of grants within the Department
Reviews and monitors the costs reported by the Office of Finance
Analyzes trends and forecast projections
Effectively develops and maintains internal automated records, work papers, and reports
Meets with County management and audit manager to develop/identify the audit scope and objectives
Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level associated with the employee's class of work.
Minimum Qualifications
Bachelor's degree in Accounting, Finance, Quantitative Analyses or Business Administration or a related field
Three (3) or more years of professional accounting experience
At least one (1) year in the lead/supervisory role
Any equivalent combination of relevant training, education and experience may also be considered.
Preferred Qualifications
Five (5) years of government accounting experience overseeing grant management and developing grant applications
Ability to identify and source grant funding opportunities
Intermediate to advanced knowledge in Microsoft Excel
Possess active Certified Public Accountant (CPA) certification
Knowledge of Systems Applications and Products (SAP) or other Enterprise Resource Planning (ERP) platforms
Knowledge of Generally Accepted Accounting Principles (GAAP)
