Budget Management Analyst

– Prince George’s County Public Schools We are seeking a senior level professional to support the Agency’s operating, grant, and capital budgeting processes and provide independent judgment on budgetary and management analyses. Responsibilities

Assist in the preparation of the annual General Fund, Washington Suburban Transit Commission, and Enterprise Fund budgets for the Department as instructed by the Office of Management and Budget (OMB). Prepare budget projections, analyze and compile the annual current expense budget for DPW&T, build spreadsheets to analyze prior year’s data, analyze enhancement requests, and assist in drafting budget narrative statements. Attend all budgetary meetings with OMB, County Executive staff and County Council; confirm that budget instructions are followed during preparation. Attend monthly budget meetings with various Agency partners to review account status. Monitor all accounts and provide regular status updates to supervisor; prepare analytical reviews to ensure compliance with program budgets, goals and objectives. Collect and prepare data for periodic reports to the Agency’s Leadership Team. Assist in administration and management of Agency’s finance and budget planning and reporting protocols. Develop and implement Agency-wide technical trainings related to Budget and Fiscal efforts; assist with development of Fiscal Standard Operating Procedures (SOPs). Develop and implement Agency-wide Operating and Capital Improvement Spend plans; revise spend plans based on budgetary adjustments as needed. Complete fund reservations for operating, grant, and CIP program needs; maintain the funds reservation report related to current available funding balance. Assist with Fiscal Closeout Year End Close activities (e.g., AP/AR, Purchase Order analysis, general fiscal analysis). Complete statistical analyses, preparing reports of findings and recommendations regarding budgetary projections and realignment needs. Reconcile expenditures in the monthly financial reports against the departmental master budget and prepare adjusting journal entries to balance accounts. Accurately compile data using appropriate reporting formats to ensure compliance with program requirements. Present assigned analysis, information and reports, both written and oral, in a clear, accurate and concise manner, requiring only an occasional need for clarification or revision. Ensure that the assigned work is accurately presented to staff and superiors, advising of pending actions and problems. Provide data related to audit requests (e.g., operating data, other sensitive and confidential information). May lead team projects or efforts related to current or historical Fiscal analysis and various special projects. Participate as a critical/essential employee in the Department’s Snow and Ice Control Program and other emergency/special activities as assigned. Qualifications

Bachelor’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or a closely related field. Two (2) years of progressively responsible administrative and budgeting experience. Preferred Qualifications

Considerable knowledge of budget cycle and requirements of preparing the County’s annual budget document. Considerable knowledge of research and statistical principles, methods and procedures applicable to government budgeting and accounting, or management analyses, and data processing. Location

Must possess and maintain a valid driver’s license. Must meet all training and performance standards and demonstrate proficiency as required by the agency. Must wear and use agency protective apparel and equipment in the performance of assigned duties. Must successfully pass pre-employment checks, including reference checks, background investigations, and drug screenings where applicable.
