Responsibilities
Assist with the design and development of current WisDOT internal business systems, working with the CHEMS Lead.
Work with general supervision; priorities coordinated & approved by the CHEMS Lead.
Transition counties from their current software packages to the CHEMS system.
Design and integrate business applications and enterprise IT infrastructure.
Design IT infrastructure components and architecture.
Develop custom modules/solutions and integrate them with packaged solutions.
Apply proven methodology for complex systems integration projects to achieve deliverables on time and on budget.
Function independently, managing a wide degree of creativity and latitude.
Contract/Systems Analyst Specifics
Implement, support, maintain, and enhance the County Highway Expenditure Microcomputer System (CHEMS) and CHEMSPRO (GUI version).
Familiar with WisDOT, DTSD, and Bureau of Highway Operations (BHO) project and activity accounting.
Experience in software analysis, design, development, testing, and implementation.
Broad networking infrastructure knowledge and experience.
Great communication skills and problem‑solving attitude; ability to work independently.
Tasks include upgrading CHEMS from Delphi 2007 to 2011, participating in virtual state‑wide meetings, enhancing the Oracle 19c database, developing import/export integration programs, and release management.
Core Technical Skills
Delphi programming with RAD Studio 2007+ or 2011.
SQL/PLSQL experience.
GitHub.
Object‑oriented programming with Virtual Component Library (VCL).
MS Windows 11 Enterprise and Windows Server 2015+.
Oracle RDBMS and DB Admin tools (Enterprise Manager).
Experience with design & code walkthroughs.
Nice to Have
Experience with financials applications supporting a custom WisDOT solution.
Familiarity with third‑party data access software (ASTA, RemObjects’ Data Abstract).
Oracle development experience building triggers/packages.
Experience implementing security software (e.g., OKTA) integrated with Delphi applications.
Experience with Oracle Developer tools such as SQL Developer.
