Administrative Services Supervisor - DPSS County of Riverside Department of Public Social Services is seeking an Administrative Services Supervisor to support the DPSS Technology and Support Services (TSS) unit in Riverside, CA. Responsibilities include overseeing software purchasing & ServiceDesk, monitoring software licenses and procurement processes, ensuring efficient service desk operations, handling asset management and complex reporting, and supporting equipment retrieval and tracking. The supervisor will also manage software license counts, forecast staffing needs, handle budgetary approvals, process over 300 software requests monthly via ServiceNow, coordinate software procurements, renewals, and removals, generate detailed reporting, and maintain monthly equipment retrieval dashboards. Desired candidates have advanced knowledge of IT service desk (SLA), Microsoft Suite products, and ServiceNow. Lean Six Sigma or equivalent project‑management training is highly desired.

Key Responsibilities

Plan, supervise, and conduct studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow, and space utilization.

Coordinate the preparation of a division or unit budget; analyze need for budget items and make recommendations for the transfer of funds.

Recommend and establish contract forms and procedures; monitor adherence to contract terms.

Direct office service units such as duplication service, communications service, supply room, central files, information units, and building maintenance coordination.

Develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices.

Review current and pending legislation to determine effect on departmental operations and programs; participate in meetings and present data to assist management.

Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of professional, administrative and clerical support tasks.

Essential Duties

Oversee software purchasing & ServiceDesk, equipment retrieval and tracking.

Monitor software licenses, manage procurement processes, and ensure efficient service desk operations.

Handle asset management and complex reporting, ensuring all equipment and software needs are met.

Manage software license counts to prevent unnecessary procurement and forecast staffing needs.

Handle license approvals, budgeting, purchase requests, and troubleshooting.

Oversee Zoom license onboarding for SSD and SD.

Process over 300 software requests monthly via ServiceNow.

Coordinate DPSS software procurements, renewals, and removals in collaboration with fiscal and purchasing teams.

Provide detailed reporting on software purchases and renewals.

Manage end‑year renewals to avoid coverage lapses and vet licensed application requests.

Support equipment retrieval and tracking by updating asset records, reviewing unused or duplicate devices, managing O365 license terminations, liaising with inventory teams, generating reports for equipment tracking, training staff, updating SOPs, and maintaining monthly dashboards.

Minimum Qualifications – Option I

Graduation from an accredited college or university with a bachelor’s degree (preferably in accounting, business, public administration, finance, or a related field). Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full‑time experience equaling 30 semester or 45 quarter units.

Two years of professional experience in an administrative capacity, including at least one year of journey‑level experience.

Minimum Qualifications – Option II

Graduation from an accredited college or university with a bachelor’s degree (same fields as above). Administrative, paraprofessional or technical experience may substitute.

Four years of paraprofessional or technical experience in an administrative capacity, including at least two years of journey‑level experience.

All Options – Additional Required Experience

One year of full‑time working experience in a facility support services or IT‑related capacity within a public agency.

Knowledge of public and/or business administration principles, organizational analysis, fiscal management, budget preparation, contract monitoring, personnel management, supervision.

Ability to analyze administrative problems, develop solutions, build cooperative relationships, plan, organize, train, supervise, evaluate staff, and prepare clear reports.
