Education Credentials Specialist 1 & Education Credentials Specialist Trainee 1 (NY HELPS) – Box OP-1938/21560 Pay Range

(provided by New York State Education Department) Base pay: $66,951 – $85,138 per year.

Duties Description

Assist with the evaluation of pre‑professional and professional education and training, exercise independent judgment and make a final determination in less complex cases.

Analyze credentials received in support of applicants and make judgments regarding authenticity.

Analyze and review professional licensing procedures, licensure application materials, and proposed regulations and legislation as they relate to the Office’s function.

Research and report on Comparative Education matters while maintaining professional relationships with other comparative educational systems and organizations.

Advise other state, national, and non‑governmental agencies and individuals concerning established policies, practices and procedures of the Office.

Minimum Qualifications

Six years of experience reviewing and evaluating applications for professional licenses, teaching certificates, or related credentials for compliance with New York State requirements. An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years; a master’s for five; a doctorate for six.

A bachelor’s degree or higher (for 55b/c appointment).

Additional Information For the duration of NY HELPS, the title may be filled via a non‑competitive appointment. Within one year of permanent appointment, employment status will convert to competitive status.

Eligible for TRANSFER options under Section 70.1 and 70.4. Candidates must have one year of permanent competitive or 55b/c service in an eligible title (SG‑11 or higher) and standing on applicable eligible lists.

Conditions of Employment

Contingent permanent or contingent permanent, non‑competitive appointment.

Promotions and transfers may change negotiating unit, affecting salary and benefits.

Verification of degree and transcripts required at interview.

Telecommuting up to 30% of work time, at discretion of supervisor.

Training level required for traineeship; upon completion, moved to full performance level.

Current Starting Salaries

$53,764 (Trainee 1 – NS equivalent to SG‑14)

$59,994 (Trainee 2 – NS equivalent to SG‑16)

$66,951 (Full Performance level SG‑18)

Maximum salary $85,138 based on annual performance advances and traineeship advances.
