Environmental Program Specialist 1/Trainee 1 and 2 (NY HELPS)
Position at the New York State Civil Service. Location: Albany, NY. Agency: Parks, Recreation & Historic Preservation, Office of.
Duties Description The Environmental Program Specialist 1 (EPS1) reports to the Mapping Technologist 2 within the GIS Section of OPRHP’s Division of Environmental Stewardship and Planning’s GIS and Data Bureau. The EPS1 is responsible for the development and maintenance of critical GIS datasets, creation of cartographic outputs to support Agency programs and bureaus, development of field‑data collection forms and dashboards, and providing training and technical support to Agency staff.
Database development and maintenance, GPS data collection and processing into the state park database, cartographic production, and GIS analysis.
Maintenance of the Agency snowmobile trails database.
Maintain high‑accuracy base maps.
Cartographic production of facility maps, trail maps, and Land Water Conservation Fund maps.
Development, support, technical assistance, training and usage of ArcGIS Online applications and Inventory Forms in Survey123 and Field Maps, including Experience Builder, Dashboards and Instant Apps.
Develop digital field forms for data collection across program areas.
Create new field‑mapping applications to replace third‑party work‑arounds and to meet requests from DESP and other bureaus such as health and safety, marine, operations, and capital.
Spatial analysis and cartographic production of supporting documentation for comprehensive plans and stewardship projects.
Minimum Qualifications NY HELPS Qualifications: Applicants must meet the open‑competitive minimum qualifications for this position. The qualifications include a bachelor’s or higher degree in any of the following fields (extensive list omitted for brevity) and, for SG‑16 and SG‑18 levels, the following additional requirements:
SG‑16: Either one year of qualifying professional experience or a master’s or higher degree.
SG‑18: Either two years of qualifying professional experience or a master’s or higher degree, plus one year of qualifying professional experience.
Qualifying experience is defined as experience involving the development and implementation of program policies, preparation of regulations, management of procurement documents, technical assistance, data collection and analysis, report writing, program development, expenditure planning, and external funding acquisition.

Environmental Program Specialist 1, SG‑18 – $66,951–$85,138
