Qualifications
Active Certified General Appraiser license issued by the Tennessee Real Estate Appraiser Commission.
Minimum two (2) years of professional experience performing review appraisals and general real‑property appraisal work.
Valid Tennessee Class D driver’s license.
Strong knowledge of the Uniform Act (PL 91‑646) and USPAP standards.
Excellent analytical, communication, and stakeholder‑management skills.
Overview Appraisals are requested by TDOT to establish fair market value for properties acquired for funded transportation projects or surplus properties to be sold. Row Appraisers do appraisal reviews and, on occasion, full appraisals of state‑acquired property. Responsibilities include collecting and analyzing parcel data, valuing land and improvements, preparing findings, defending valuations, and producing cost estimates for programming and budgeting purposes.
Responsibilities
Perform appraisal reviews and preliminary cost estimates, reconciling valuation approaches and completing preliminary cost estimates for funding purposes.
Manage appraisal records: gather supporting documents, enter data into appraisal review and Form 2, write narrative passages for Final Determination of Values, and archive documentation.
Conduct property appraisals and valuation analysis, researching market data and comparable sales, applying relevant laws and policies, and determining market value of affected properties.
Serve as expert witness in hearings and depositions, testifying on behalf of the state.
Act as liaison to internal and external stakeholders, communicating regulations and appraisal processes to property owners, elected officials, consultants, and partners.
Ensure compliance with federal, state, and departmental guidelines; conduct quality‑control audits and maintain standard conformity.
Oversee and evaluate consultant appraisers, including project requirements communication, training, performance evaluation, and hiring/termination recommendations.
Provide project support and communication through public meetings, workshops, and project team activities.
Train and mentor staff, offering training opportunities and maintaining appraisal certification.
