Position: Senior ROW Appraiser (Transportation Department – Davidson County)

Overview Appraisals are primarily requested, performed, completed and received by TDOT for funded transportation projects, establishing fair market value, determining consequential damages, or evaluating surplus properties for sale. ROW Appraisers perform appraisal reviews and, occasionally, appraisals of property acquired by the State for highway projects and surplus sales. Senior ROW Appraisers handle more complex appraisals and reviews, requiring a Certified General Appraiser license and advanced appraisal expertise.
Responsibilities
Performs appraisal reviews and preliminary cost estimates, including reviewing complex appraisal analyses, reconciling valuation approaches, and completing preliminary cost estimates for funding purposes.
Manages and documents appraisal records, gathering supporting documents and entering data into appraisal review forms, writing narrative passages, and scanning documentation into the archival database.
Conducts property appraisals and valuation analysis, gathering documents, researching market data, applying relevant laws and policies, and determining market value of affected properties.
Acts as an expert witness in hearings and depositions, testifying on behalf of the State and representing appraisal findings in legal proceedings.
Serves as a liaison for internal and external stakeholders, communicating and interpreting regulations and appraisal processes to property owners, elected officials, consultants, and internal business partners.
Ensures compliance with federal, state, and departmental guidelines, adhering to the Uniform Act, USPAP, and internal quality control audits.
Oversees and evaluates consultant appraisers, communicating requirements, providing training, evaluating performance, and recommending hiring or termination decisions.
Provides project support and communication, participating in public meetings, workshops, and project team activities, and coordinating efforts with internal and external partners.
Trains and mentors staff, offering training opportunities to both internal staff and consultants, and attending professional development courses to maintain appraisal certification.
Qualifications Education and Experience:
Possession of an active Certified General Appraiser License issued by the Tennessee Real Estate Appraiser Commission and at least two years of professional experience performing review appraisals and general real property appraisal work.
Necessary Special Qualifications:
Class D driver’s license valid to operate vehicles in the State of Tennessee.
