Position Overview
Contract Specialist V – Texas Department of State Health Services. Salary Group: TEXAS-B-24; Salary Range: $5,425.33 – $8,886.16 per month (monthly pay). Regular full‑time, non‑exempt, day shift. Location: Austin, TX. Remote telework available. Closing Date: 06/08/2026.
Job Description Under the supervision of the Unit Director, the Contract Manager (Contract Specialist) provides leadership and support in contract management across all stages, from RFP development to contract closeout. The role serves as a liaison between contractors, program staff, Procurement and Contracting Services, and Contract Oversight and Support. It involves analysis of contractor performance, monitoring compliance, and providing guidance on policies and procedures.
Essential Job Functions
Participates in and oversees contracting activities such as RFP development, facilitation, budgeting, and negotiation.
Coordinates and negotiates contract budget reviews, funding allocation, and performance measures with selected applicants.
Monitors contract performance by reviewing billing, fiscal data, and eligibility determinations for compliance with terms.
Communicates with contractors as the single point of contact for all contractual accountability activities.
Coordinates risk assessment processes and resolves audit findings with appropriate parties.
Manages contract amendments, sanctions, and closeout activities per DSHS policy.
Provides guidance to internal and external customers regarding contract administration policies and procedures.
Participates in the development of contract administration policies, procedures, and system improvements.
Supports disaster response or continuity of operations when required.
Licensure, Certification, or Registration Certified Texas Contract Manager (CTCM) is preferred or must be obtained within the first year of employment.
Knowledge, Skills, and Abilities
Knowledge of DSHS programs, contracting regulations, and financial policies.
Strong analytical skills in financial data, budgeting, and performance metrics.
Expertise in contract management principles, policies, and procedural guidance.
Project management and prioritization abilities.
Effective communication skills, both written and oral.
Leadership and team management capabilities.
Problem solving, conflict resolution, and decision‑making skills.
Ability to interpret federal and state statutes, regulations, and agency policies.
Proficiency with Microsoft Office, particularly advanced Excel features.
Initial Screening Criteria
Experience using Word and Excel.
Experience in contract management activities.
Experience with writing reports.
Additional Information Hybrid teleworking is available. Applicants must reside within 50 miles of the DSHS Central office (1100 W. 49th St., Austin, TX).
