Job Summary Contract Specialist II will provide complex, consultative contract services and technical assistance to administrative support departments and programs at Texas Health and Human Services Commission (HHSC). The role includes drafting and managing contracts, overseeing contract lifecycle, ensuring compliance with statutory and regulatory requirements, and providing training and oversight to facility contract managers and SME staff.

Responsibilities

Serve as liaison to staff, explaining and providing technical assistance on program-specific contract requirements.

Draft and manage contracts, including Statements of Work, specifications, requisitions in CAPPS, approvals, evaluation, and contract close‑out.

Ensure compliance with state and federal rules, HHSC policy, and contract terms.

Maintain accurate SCOR data entry, including contract details, risk assessments, performance documents, and documentation uploads.

Monitor contractor performance, enter results in SCOR, aid dispute resolution, and produce reports.

Train others involved in contract lifecycle processes.

Support disaster response and continuity of operations (COOP) as needed, including alternate shift patterns.

Qualifications & Requirements

Certified Texas Contract Manager (CTCM) certification within 12 months of hire and CEUs to maintain certification.

Valid Texas driver’s license or obtain within 90 days.

Experience in procurement, contracting, or accounting, and familiarity with public sector procurement and contract laws.

Strong written and verbal communication, negotiating, and analytical skills; knowledge of business administration and accounting principles.

Computer proficiency with contract and financial systems (CAPPS, SCOR).

Ability to gather, analyze, devise solutions, prepare reports, develop and interpret policies, and train others.

Additional Information

Applicants must pass criminal background checks, drug screens, and relevant registry checks.

Compliance with HHSC immunization policy, including hepatitis B, measles, mumps, and influenza vaccination, is required.

Background, drug screening, and I‑9 verification required; HHSC uses E‑Verify.

Telework is not eligible for this position. Overtime and extended hours may be required.
