Department: State Military Reservation, Concord, NH (Department of Military Affairs and Veterans Services)

Summary

Administers and directs the business operations of the Department of Military Affairs and Veterans Services (DMAVS) to support the mission of the New Hampshire National Guard (NHNG). Manages business operations, including the operational requirements of the Master Cooperative Agreement and Appendices (grants), Operational Needs Assessments, Procurement, Legislation, Real Property Acquisition and Maintenance, Military Awards and Records, and State Active Duty.

Qualifications

Bachelor’s degree and 8 years of experience OR equivalent combination of 12 years of education and experience after high school. Education and experience must be in business administration, accounting, finance, public administration, political science, human resources, or a related field.

Valid driver’s license or access to transportation.

Must be able to satisfactorily undergo a State Police records check.

After‑hire Requirements

Must pass a National Agency Check with Inquiries (NACI) to obtain a Common Access Card (CAC) and be eligible for renewals as a condition of employment.

Responsibilities

Develops, implements, and evaluates policies and procedures that provide for the efficient execution of the Department’s statutory requirements.

Ensures regulations are administered in accordance with State and Federal rules and laws.

Conducts assessments of Department processes and individual Federal Cooperative Agreement Appendices to ensure organizational mission accomplishment and program compliance.

Serves as the Departmental liaison to the Federal Government for the Federal‑State Master Cooperative Agreement, Military Construction Cooperative Agreements, and various individual Cooperative Agreement Programs.

Integrates Federal law, State laws, rules, and procedures into department operations.
