BRIEF POSITION SUMMARY Performs highly complex (senior-level) computer systems and business analysis work. Work involves coordinating the planning and analysis of Construction & Facilities Management Office (CFMO) user requirements, procedures, and problems to automate processing or to improve existing systems. Supervises the work of other IT personnel. Reports to the CFMO Sustainment Branch Manager. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Work Hours : Monday – Friday, 8‑hour days, 40 hours/week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Oversee the preparation of charts, diagrams, and tables that depict the present and proposed systems required by all CFMO branches, in terms of cost, benefits derived, and tasks accomplished.

Oversee the training of CFMO staff prior to the implementation of technical and/or computer systems and offer advice and guidance during the implementation process.

Contribute to the development and execution of enterprise-level strategies and technical direction, including the establishment of processes and procedures to execute and maintain technology road maps.

Coordinate and/or test and diagnose systems to ensure critical requirements are met.

Coordinate the planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard departmental information.

Conduct studies and prepare reports that include findings, recommendations, and guidance for proposed system implementations; formulate logical problem statements and develop and implement optimal solutions.

Coordinate cross‑functional projects involving agency systems and other state entities, including planning, scheduling, and collaboration throughout project development and implementation.

Coordinate with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems.

May assist in developing agency computer operations and management information system plans and budgets.

Supervise the work of others and may write and update computer mainframe application programs.

Consult on the analysis of an application, troubleshoot system problems, and implement solutions.

Attend work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook.

May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.

Perform other related work as assigned.

MINIMUM QUALIFICATIONS EDUCATION

Graduation from an accredited four‑year college or university is required (see substitution below).

PREFERRED EDUCATION

Graduation from an accredited four‑year college or university with major course work in computer science, computer information systems, management information systems, or a related field is generally preferred.

SUBSTITUTION

One additional year of full‑time work experience in computer science, computer information systems, management information systems, systems analysis and design, or a related field may substitute for one year of required education, on a year‑for‑year basis, up to a maximum of four years.

EXPERIENCE

Four (4) years of experience in systems analysis and design work is required.

Experience using Microsoft Office (such as Outlook, Word, Excel, or SharePoint) is required.

REGISTRATION, CERTIFICATION OR LICENSURE

CompTIA Security+ Certification at the time of hire, or the ability to obtain such within 90 days of employment is required.

Valid driver’s license is required. If not currently a Texas resident, must obtain a Texas Driver’s License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

Specific Army and Federal knowledge‑based competencies required to perform the job, to include Army Training and Certificate Tracking System (ATCTS), and Cyber Awareness Challenge Training.

OTHER REQUIREMENTS

Background Investigation.

Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.

Eligibility to Work in the U.S.

The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E‑Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I‑9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING CONDITIONS Work is typically performed in an office setting, involving standing, walking, and sitting for extended periods, using a personal computer and telephone to conduct business. Work is performed primarily inside exposed to average office temperatures and noise. May lift, carry, move, and/or set up equipment and materials that weigh up to 50 pounds.
