About the Role Project Manager III, the Quality Management Projects Portfolio Manager performs highly advanced consultative and technical work, including developing methodology and performing data analysis to evaluate the performance of Mental Health and Substance Use Disorder contractors. Works under limited direction, with extensive latitude for the use of initiative and independent judgment. Duties include:
Managing initiatives that directly impact the flow of information within the Quality Management (QM) area and coordinating projects to improve processes or resolve issues within Behavioral Health Services.
Reviewing and analyzing data, including claims payment, utilization management, service delivery, and QM area activity data.
Assisting in the evaluation of contractors’ operational performance and readiness review of contractors’ automated and operational procedures.
Working with other areas of the Medical and Social Services Division and Behavioral Health Contract Operations Section to improve management controls and increase operational efficiency.
Providing consultative services and technical recommendations to contractors on applicable topics, and working with Mental Health and Substance Use Disorder Contract Management staff to resolve technical and operational issues.
Collaborating with technical areas within HHSC Enterprise and associated vendors to ensure operational processes and systems are coordinated.
Preparing reports and specialized projects and developing policy & procedure manuals.
Representing QM on committees, workgroups, and projects to ensure oversight and quality improvement aspects are effective and resolve operational problems.
Assisting in ensuring activities reflect management priorities, preparing and coordinating reports and specialized projects, and representing Quality Management in interagency and intra-agency committees and workgroups.
Essential Job Functions
Effectively uses computer software for Quality Management, including Outlook, Word, PowerPoint, Excel, Visio, MS Project; maintains a portfolio of QM reviews and projects; and is responsible for the efficient and effective deployment of resources. (20%)
Develops and implements effective methods for monitoring agency programs and service delivery for compliance and continuous quality improvement. (20%)
Provides consultative services and technical assistance related to quality improvement processes. (15%)
Facilitates cross-functional workgroups and ad-hoc teams. (15%)
Identifies the need for, plans, develops, and oversees the implementation of optimization projects, programs, and quality management aspects of new departmental initiatives. (15%)
Supervises assigned staff to include training, travel approval, performance oversight, and time and leave. (15%)
Qualifications
At least three years of demonstrated experience in managing projects (either in quality management or behavioral health program areas), including projects requiring engagement of multiple business areas.
Bachelor’s degree from an accredited four-year college or university.
Knowledge of effective management principles, project management theories and practices, related state and federal laws, regulations, and policies pertaining to behavioral health services, process improvement systems, Texas legislative process, strategic planning, quality management, human resource management, and principles of leadership.
Skills in communication and public speaking; managing multiple competing priorities; identifying problems, evaluating alternatives, implementing solutions; working collaboratively with diverse groups.
Abilities to exercise sound judgment, analyze complex information, develop plans, negotiate, facilitate, communicate orally and in writing, supervise others, think creatively, manage teams, interpret data, present information effectively.
Project Management CAPM or Project Management Professional PMP preferred but not required.
Additional Information The position is telework eligible. Candidates must reside in or be willing to relocate to the Greater Austin, Texas area. All HHS positions are subject to state and agency telework policies and discretion of the direct supervisor and business need.
