Human Resources Analyst 3 – Employee Relations & Workforce Support Division Do you have an extensive knowledge of collective bargaining agreements and experience handling complex negotiations? If so, take the next step in your career with the Department of Transportation Human Resource Office as a Human Resource Analyst 3 within the Employee Relations and Workforce Support (ERWS) Division. This position allows you to utilize your analytical and communication skills as a labor advocate for assigned agencies. Description of Work As a Human Resource Analyst 3, you will investigate allegations of employee misconduct, review, investigate, and respond to grievances, provide interpretation to supervisory or managerial personnel on the meaning and method of implementation of collective bargaining agreement provisions, develop and foster working relationships with the Unions representing agency employees, correspond with Unions on a regular basis, participate in and conduct labor/management and statewide meet‑and‑discuss meetings, act as a liaison with other programs regarding labor‑management implications, and conduct fact‑finding investigations and recommend resolutions for arrests, charges, and convictions of employees.

Work Schedule and Additional Information

Full‑time employment

Work hours are 8:00 AM to 4:30 PM, Monday‑Friday, with a 60‑minute lunch.

Telework: opportunity to work from home part‑time, up to 3 days per week, subject to change.

Salary: starting salary may be non‑negotiable in some cases.

Qualifications Required Experience, Training & Eligibility

Minimum Experience and Training Requirements:

One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title).

Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree.

An equivalent combination of experience and training.

Other Requirements:

You must meet the PA residency requirement.

You must be able to perform essential job functions.
