Systems Analyst 3

I. DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development, and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission. The process may include pre-selection requirements such as criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions during the candidate selection process. Level Description 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Job Description Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer systems. Confers with personnel involved to analyze current operational procedures, identify problems, and learn specific input and output requirements. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Reviews computer system capabilities, specifications, and scheduling limitations to determine feasibility within existing systems. Additional Job Details and Special Considerations We seek a highly experienced individual specializing in Informatica Cloud Services (IICS). The candidate should have deep technical expertise in multi-domain environments, leading and delivering complex IICS implementations. The role requires a strong understanding of the Informatica toolset, business processes, and excellent communication and client management skills. II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Extensive experience in designing, implementing, and managing Informatica IICS/Snowflake solutions. E2E implementation experience from design to go-live. Deep understanding of Informatica data modeling, workflow, integration capabilities, APIs, web services, and ETL tools. Strong knowledge of data governance, data quality, and data integration principles. Expertise in Azure Cloud and Snowflake Cloud Data Warehouse. Strong SQL Query and optimization skills. Ability to interact with technical and non-technical teams across Infrastructure, Network, Development, BA, and QA.

li>Development experience in high transaction/high availability systems. Experience analyzing and resolving production issues. Informatica PowerCenter/IICS development experience. Knowledge of managing reference data systems. Ability to provide technical mentorship to junior ETL developers. Experience in Python with data science libraries. Proficiency in SQL programming, stored procedures, functions, views, and queries. Experience with HIPAA regulations, PHI, and PII handling. Strong organizational and time management skills.

Preferred: Data warehouse development experience. Snowflake experience, including operational support, cost monitoring, and security auditing. Experience with automation of Snowflake account and database management. Database and query performance optimization experience. GitHub integration with Snowflake and data loading experience.
