Duties

Cover one or more of Division of Water's (DOW) major program areas (wastewater, stormwater, flood protection, etc.).

Conduct inspections, monitor and evaluate activities at DOW regulated facilities to ensure compliance with applicable regulations.

Initiate enforcement actions as appropriate.

Evaluate permit applications, engineering reports, plans, and specifications to determine compliance with regulatory and technical design standards.

Perform engineering analyses of facility designs and operations, analyze monitoring data and work to develop acceptable solutions.

Provide outreach, technical assistance and training to the regulated community, DEC staff, and other stakeholders, including providing technical presentations.

Respond to and investigate complaints from the public.

Assist in development of regulations, policies, and guidance documents for DOW programs as needed.

Provide technical support for capital improvements and repairs of DEC-owned infrastructure.

Coordinate response to emergencies as required.

Minimum Qualifications Reassignment – Currently in the title and an employee of DEC or Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. Transfer Eligible – One year of permanent competitive service at Salary Grade 22 or higher and either eligible for transfer under Section 70.1: ...; or eligible for transfer under Section 70.4. To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below.

The title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination.

Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full‑time qualifying engineering experience as listed below.

Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full‑time experience in sanitary, public health or environmental engineering.

Preferred Qualifications

Must be able to communicate effectively and interact with the Federal, State and local government agencies, engineering firms, various non‑governmental groups, and the public.

Must be able to manage multiple projects.

Must be able to read and interpret regulations, technical documents and engineering plans.

Must have strong verbal and written communication skills.

Must be competent with Microsoft Excel, Word and Power Point.

Additional Comments & Benefits

Starting salary for this position is $98,298 (base: $91,298 + geographic pay differential $7,000).

Job rate for this position is $122,252 (base: $115,252 + geographic pay differential $7,000).

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Must be able to negotiate difficult terrain.

Must be able to work in remote areas.

Must be able to work in adverse weather conditions.

Travel may be required.

Overtime may be required.

Overnight travel may be required.

Weekends and holidays may be required.

Must be available for emergency response.

Must be available to respond to after‑hours emergencies.
