Responsibilities Plans, organizes and directs a variety of complex administrative, technical and professional work of the human resources functions of the Kickapoo Traditional Tribe of Texas. Provides leadership to the Kickapoo Traditional Tribe of Texas in designing systems and developing policies for organizational effectiveness and employee satisfaction, including compensation and benefit systems, classification structures, recruitment, employee development and training, performance management, policy administration/compliance, and labor/employee relations.

Essential Duties and Responsibilities

Serve as a link between management and employees by handling questions, interpreting and administering employment contracts and helping resolve work-related problems.

Advise managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and make recommendations.

Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.

Perform difficult staffing duties, including dealing with refereeing disputes, firing employees, and administering disciplinary procedures.

Represent organization at personnel-related hearings and investigations.

Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.

Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.

Administer compensation, benefits, and performance management systems, and safety and recreation programs.

Determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.

Plan, organize, direct, control, or coordinate the personnel, training, or labor relations activities of an organization.

Oversee the evaluation, classification, and rating of occupations and job positions.

Analyze training needs to design employee development, language training, and health and safety programs.

Develop or administer special projects.

Maintains thorough knowledge of Tribal personnel policies and procedures and modifies and applies them to the hospitality division as necessary.

Provides Department Managers and Supervisors information and assistance regarding HR procedures.

Ensures the hiring process is conducted according to the practices outlined in the Kickapoo Traditional Tribe of Texas Hospitality Policies and Procedures Manual.

Responsible for reviewing all terminations and disciplinary actions to ensure consistency of policies and reduce liability to tribe.

Responsible for reviewing salary scale and wage system is consistent with administration approved job descriptions.

Conducts employment appeals and responds according to policy/handbook.

Sets evaluations schedule with administration for all departments. Reviews employee evaluations to ensure they are performed properly.

Manage and supervise human resource department to achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate and evaluate assigned staff; review progress and direct changes as needed.

Provide leadership and direction in the development of short and long range plans; gather, interpret, and prepare data for studies, reports and recommendations; coordinate department activities with other departments and agencies needed.

Facilitate discussions of employee and the Kickapoo Traditional Tribe of Texas interests in meetings, committees, taskforces, stakeholder groups and other public settings on issues related to human resources policies and practices; develop and lead appropriate forums for collaborative policy development.

Provide professional advice to Kickapoo Traditional Tribe of Texas officials; participate in meetings with councils, boards, commissions, administration, civic groups and the general public as needed.

Communicate official plans, policies and procedures to staff.

Assure assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures in assigned area to assure sound fiscal control; assure effective and efficient use of budgeted funds, personal, materials, facilitates and time.

Present departmental and Kickapoo Traditional Tribe of Texas human resources issues and recommendations requiring policy direction to appropriate advisory bodies.

Perform such other tasks as may be assigned from time to time by supervisor.

Knowledge, Skills and Abilities for the Position

Considerable knowledge of current trends and practices of public human resources administration; knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; considerable knowledge of managerial principles, techniques and practices.

Considerable knowledge of PC use, including word processing and spreadsheet programs.

Skills in planning, directing and administering human resources programs and systems.

Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, and the general public; ability to efficiently and effectively administer a human resource system.

Skill in effective, clear and persuasive oral and written communications to individuals and groups.

Ability to negotiate agreements and/or reach consensus with diverse and disparate interests.

Skill in resolving conflicts and gaining cooperation among competing interest groups.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the Kickapoo Traditional Tribe of Texas goals.

Ability to articulate and promote the Kickapoo Traditional Tribe of Texas strategic staffing plans including its core values, to a diverse audience.

Skill in researching complex issues and developing recommended actions.

Ability to plan and organize the work of others; ability to delegate; ability to manage project/activity deadlines of self and others.

Mathematics: Ability to perform simple arithmetic for timekeeping, wage, benefit and other calculations.

Language & Communication: Ability to read, write, speak and understand English, and communicate effectively with others.

Ability to understand, provide and follow written and verbal direction.

Ability to manage and maintain security of confidential data and information.

Cultural awareness of and sensitivity to Kickapoo traditions, religious beliefs and way of life.

Supervision Exercised Carries out supervisory responsibilities of the Human Resources staff in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and discipline employees; addressing complaints and resolving problems.

Education/Experience Requirements Minimum Qualifications Graduation from an accredited four-year college or university with a degree in Human Resources, Public Administration, Business, Communications or other related field; or ten (10) or more years of progressively responsible related experience in a position of comparable scope. Hands on experience in at least two human resources disciplines (OD, Comp, Staffing, Labor/Employee Relations, etc.), as well as supervisory experience.

Preferred Qualifications Preferred Master’s Degree; five (5) years management experience in Human Resources or related field; experience in human resources in hospitality industry.
