Position Summary The Planner Estimator supports Base Maintenance Contract (BMC) operations at the United States Air Force Academy. Responsibilities include preparing specifications, drawings, and cost estimates; analyzing blueprints; managing projects from award through closeout; utilizing CMMS tools such as Maximo; coordinating with engineers, contractors, and government representatives; and ensuring accurate cost tracking and documentation. This role requires meticulous attention to detail, strong communication, and commitment to high‑quality mission‑critical support.

Typical Duties

Develop scopes, drawings, plans, and specifications for construction and repair projects.

Prepare detailed cost estimates for labor, materials, and subcontractor bids.

Analyze blueprints and technical documents to ensure accurate project planning.

Coordinate with engineers, architects, contractors, and government representatives.

Manage assigned projects using the Maximo CMMS system and maintain accurate records.

Track project costs, assess cost‑effectiveness, and report expenditures regularly.

Oversee subcontractor schedules, permits, and compliance with building codes.

Conduct site visits to monitor progress, document conditions, and enforce safety standards.

Maintain daily logs, photos, and reports; issue violation notices or stop‑work orders as needed.

Ensure adherence to OSHA and applicable safety regulations throughout project execution.

Qualifications

5–8 years of experience in project planning, estimating, or facilities management.

Bachelor’s degree in Engineering, Construction Management, or related field (or equivalent combination of education and experience).

Familiarity with USAFA facility operations and Base Maintenance Contract procedures is a plus.

Strong analytical and math skills for cost estimation and budgeting.

Proficiency in reading and interpreting blueprints and technical documents.

Experience with CMMS systems (Maximo preferred).

Excellent communication and coordination skills.

Proficiency in Microsoft Office (Excel, Word, Outlook).

Advanced training or certifications in project management or cost estimation.

Physical Requirements

Ability to reach, kneel, walk, stand, and perform repetitive motion for extended periods.

Must be able to lift, kneel, and walk. Standing or sitting for several hours, climbing in and out of a vehicle, and up/down stairs may also be required.

Perseverance to work effectively under pressure for extended periods.

Additional Requirements

A valid state driver’s license with the ability to obtain and maintain coverage by Tessera’s insurance.

Access to a federal military installation requires a REAL ID‑compliant driver's license or acceptable alternative (U.S. passport or military ID).

Must obtain and maintain applicable security clearances and installation access. A background check and E‑Verify will be conducted.
