Under general supervision, the Contract Specialist manages business relationships between contracting parties in coordination with City staff, legal counsel, consultants, and contractors. This position participates in the development, administration, and fulfillment of contract requirements in accordance with City policies and applicable local, state, and federal regulations, and performs other related duties as assigned.

Perform a wide variety of complex, responsible, and confidential professional duties.
Manage multiple complex contracts, including conducting price and cost analyses, verifying insurance requirements, negotiating contract terms, and maintaining documented agreements.
Coordinate with City departments and divisions, including Risk Management and the City Attorney, to obtain accurate information for the preparation and administration of contracts and amendments.
Prepare financial, compliance, and performance-related reports.
Ensure compliance with insurance, bonding, and regulatory requirements for all contracts.
Administer design, construction, maintenance, service, and materials contracts.
Prepare and process contract amendments and change orders.
Apply knowledge of legal and contractual compliance requirements and assist in resolving contractual issues and disputes.
Review and facilitate approval of progress payments.
Advise City staff on contractual, procurement, and business-related matters.
Monitor and manage liquidated damages provisions.
Prepare monthly, quarterly, and annual reports.
Analyze contract claims and support dispute resolution efforts.
Perform timely contract closeout activities and present information to senior management.
Work efficiently under tight timelines and manage significant workload volumes.
Establish and maintain effective and cooperative working relationships.
Understand and follow oral and written directions.
Safely operate City vehicles and equipment.
Perform other related duties or projects as assigned.
Education and Experience High school diploma or GED equivalent with an Associate Degree in Business Administration, Public Administration, Contract Law or a related field, and three (3) years of increasingly responsible professional contract administration experience. Municipal experience is highly desirable.
License(s)/Certifications Must possess and maintain a valid California Class C driver’s license upon hire and throughout employment with the City of Victorville.
Knowledge of
Policies, procedures, principles, methods, and practices of public-sector purchasing, including contract law, California construction law, prevailing wage regulations, and applicable local, state, and federal laws and ordinances.
Principles and practices of contract preparation, negotiation, conflict resolution, and public administration.
Finance and accounting principles and practices.
City policies, procedures, and Municipal Code.
Administrative and organizational principles, including budgeting.
Modern office methods, practices, procedures, and equipment, including Microsoft Word, Excel, and Microsoft Office applications.
Principles and practices of public and business administration.
Principles and practices of government accounting, budgeting, and customer service.
Skill and Ability to
Exercise initiative, discretion, and judgment within established policies and procedures.
Analyze problems, establish facts, and draw valid conclusions.
Manage situations requiring diplomacy, fairness, firmness, and tact.

Occasionally, duties may require work in warehouse or field environments, including lifting and carrying moderately heavy objects up to 50 pounds, using a hand dolly, and performing related physical activities. The position may require working extended hours, overtime, and irregular schedules, including evenings, weekends, and holidays, as operational needs require.
