Base pay range $70,000.00/yr - $90,000.00/yr
Position Overview TriMerge is seeking an experienced Program Manager to lead on-site execution of a high-volume military travel pay processing contract supporting the Air Force Installation and Mission Support Center (AFIMSC/FMFK) at Ellsworth Air Force Base. The Program Manager is accountable for daily operational performance, workforce leadership, training execution, and compliance with all Performance Work Statement (PWS) requirements.
This role oversees a 30+ person workforce operating in a regulated, audit-sensitive environment where accuracy, timeliness, and consistency directly impact Airmen, Guardians, and their families. The Program Manager serves as the primary interface between TriMerge leadership and Government stakeholders and is responsible for ensuring sustained, audit-ready operations.
Key Responsibilities
Lead day-to-day execution of travel pay processing operations in accordance with the PWS, ensuring all productivity, accuracy, and timeliness thresholds are met.
Monitor and manage operational performance metrics including throughput, accuracy, backlog, rework, and training progression.
Analyze workflows to identify bottlenecks, variability, and systemic issues; implement corrective actions and continuous process improvements.
Ensure uninterrupted mission support during steady-state operations and peak demand periods (e.g., PCS season).
Serve as the focal point for all personnel actions, including hiring coordination, onboarding, performance management, discipline, and separations.
Administer disciplinary actions as required, including warnings, reprimands, and terminations, in accordance with company policy and contract requirements.
Address employee concerns, resolve workplace issues, and actively manage morale to maintain a professional, inclusive, and respectful work environment.
Enforce conduct standards and ensure a workplace free from discrimination, harassment, and retaliation.
Training & Quality Oversight
Identify training needs and coordinate with AFIMSC/FMFK leadership to ensure contractor personnel maintain required qualifications and proficiency.
Ensure all required training, certifications, and testing are completed successfully by contractor staff.
Oversee training pipelines and proficiency progression to support workforce readiness and performance stability.
Ensure quality assurance processes are embedded into daily operations and corrective actions are executed when required.
Government Interface & Stakeholder Coordination
Serve as the primary liaison between TriMerge and AFIMSC/FMFK leadership, ensuring transparent communication and timely issue resolution.
Collaborate with Government stakeholders on performance reporting, corrective actions, training alignment, and operational planning.
Coordinate with the AFIMSC/FMFK Security Manager on all personnel security actions, access requirements, and compliance with security procedures.
Compliance & Accountability
Ensure full compliance with all PWS requirements, contract terms, and applicable regulations.
Maintain audit-ready operations, documentation discipline, and defensible performance data.
Support inspections, reviews, and Government oversight activities as required.
Preferred Qualifications
Minimum one (1) year of Program Management experience, preferably in a government or regulated operational environment.
Demonstrated experience supervising or managing teams in a production-based or compliance-driven setting.
Documented managerial or supervisory training certification (must be reflected on resume).
Strong understanding of performance management, workforce supervision, and operational accountability.
Ability to collaborate effectively with Government leadership and manage cross-functional personnel efforts.
Eligibility to obtain Interim Secret clearance (Tier III investigation).
Experience supporting DoD, Air Force, or federal financial operations.
Background in high-volume transaction processing, financial services, or administrative operations.
Experience applying Lean, Six Sigma, Continuous Process Improvement (CPI), or data-driven performance management methods.
Familiarity with audit readiness, quality assurance frameworks, or regulated service delivery environments.
Operational leadership and decision-making.
Workforce management and performance accountability.
Data-driven analysis and problem-solving.
Clear, professional communication with Government stakeholders.
Compliance mindset and attention to detail.
