Minimum Teaching/Experience Requirements Completion of North Carolina Basic Law Enforcement Training (BLET) program; Current certification from NC Criminal Justice Education Training and Standards Commission as a commissioned police officer or certification eligible within 30 days. Minimum of Bachelor's Degree or greater and six (6) years of sworn law enforcement experience or an associate degree and eight (8) years of sworn law enforcement experience. At least three (3) years of the experience must have been in a supervisory role equivalent to a Police Sergeant or greater. Advanced Law Enforcement Certificate through the NC Criminal Justice Education and Training Standards Commission.

Primary Purpose of Organization Unit The primary purpose of the Police & Public Safety Department is the enforcement of laws and regulations established to provide police protection and public safety operations to the lives and properties associated with UNC Pembroke. In addition to the responsibilities for law enforcement and public safety on the campus, the department must also respond to mutual aid calls in the Town of Pembroke and Robeson County.

Primary Purpose of Position This position provides daily mid-level management and supervisory oversight to one of the department's functional divisions.

Responsibilities

include supervision of sworn police supervisors (Sergeants) and non‑sworn supervisors and personnel. The Lieutenant will manage daily operations of the assigned division and be accountable for the division's goals and tasks. Duties span patrol operations, security operations, special event security operations, investigations, evidence/property management, community policing, training, communications, records management, Clery compliance, accreditation, grant management, equipment and logistics, parking and traffic enforcement, and other operational or administrative functions. The Lieutenant will assume command duties in the absence of the Chief of Police and the Assistant Chief of Police, represent the department at meetings and events, serve in the Emergency Operations Center at the direction of the Chief of Police, and perform other assignments as directed.

Job Description The Lieutenant (Senior Police Supervisor) reports to the Assistant Chief of Police (Police Commander). Responsibilities include daily mid‑level management and supervisory oversight to one of the department's functional divisions, direct supervision of sworn police supervisors (Sergeants) and non‑sworn supervisors and personnel, and accountability for the division's performance. Activities involve patrol operations, security, special event security, investigations, evidence/property management, community policing, training, communications, records management, Clery compliance, accreditation, grant management, equipment and logistics, parking and traffic enforcement, and other operational or administrative functions. The Lieutenant assumes command duties in the Chief of Police's absence, acts as a department representative, and may serve in the Emergency Operations Center. Additional duties include supervising and evaluating direct report personnel, directing training and career development, developing work plans, conducting performance evaluations, recommending disciplinary actions, administering counseling, providing coaching and mentoring, communicating effectively, reviewing reports, assisting with staffing needs, and performing general campus law enforcement duties such as responding to calls, conducting patrols, investigations, and issuing citations. The Lieutenant serves as a mandatory employee during adverse weather or emergency events.

Management Preference Bachelor's Degree in Criminal Justice or closely related field and 6 years of progressively responsible supervisory experience in a Higher Education setting with a campus law enforcement agency. Completion of law enforcement leadership training such as the Supervisor Leadership Institute through FBI LEEDA or leadership/supervisor training through another reputable organization.

Licensing and Certification NC Law Enforcement Certification through the NC Criminal Justice Education and Training Standards Commission.
