The Utah Department of Transportation (UDOT) is seeking a

Region Construction Manager (Engineering Manager I)

for Region One in Ogden, Utah.

Principle Duties

Assistant to the District Engineer

Oversee the Region Construction Program

Oversee the Consultant Resident Engineers as the consultants administer UDOT contracts which includes:

facilitating intermediate partnering

helping direct the consultants when questions arise about UDOT processes and procedures pertaining to the construction process

helping local governments navigate the federal process on construction projects

facilitating escalation when appropriate

acting as a liaison for the Consultant Resident Engineer and UDOT

Managing UDOT processes at the region level which includes:

management responsibilities for other employees as assigned by Region Management

keeping consistency with how Change Orders are done

keeping consistency with the materials review process

assisting with region construction training needs of Resident Engineers, Field Engineers and Engineering Technician IVs for both consultants and UDOT crews

Review active construction phases of UDOT projects ensuring that:

inspections get completed

materials are tested

projects are documented as required

contractor payment is timely and complete

Performing inspections

Reviewing and interpreting plans and specifications

Assisting with contract changes and negotiations

Ensuring documentation for the contract is in order

Ensuring quality of road construction

Serving as UDOT's representative on consultant assigned projects

Serving as the liaison between UDOT and the contractor

Communicating with both internal and external stakeholders to ensure the overall quality and performance of roadway facilities

Supervising assigned staff, including assigning/directing work; conducting employee evaluations; staff training and development; taking appropriate disciplinary/corrective actions; making hiring/termination recommendations, etc.

Being available to assist with project problems during times when a project is active, which includes night and weekend shifts

Completing other duties as assigned

Minimum Qualifications

A professional engineer (PE) license in Utah.

At least two years of engineering experience following licensure as a PE.

Excellent organizational, communication, and interpersonal skills.

Excellent skills in identifying and solving complex problems.

Experience in administering heavy civil construction projects, and reviewing plans and specifications for constructability.

Excellent understanding of the UDOT partnering process and ability to work with the public.

The ability to mentor and train others.

The ability to conduct site inspection and technical reviews independently.

Preference may be given to applicants with UDOT experience including:

Knowledge of UDOT construction standards and procedures.

Experience working with consultants on construction projects.

Strong understanding of safety protocols and construction best practices.

This position may be filled at the Engineer III level for applicants without two years of post PE experience. In order to qualify for the level III, the applicant must have an active PE license in Utah AND one year of post PE experience. Salary range for Engineer III is $37.46 - $60.77.

Supplemental Information

Varied work schedule: May include working various shifts, weekends, nights and holidays.

Travel required to project locations, meetings, etc.

Everyday risks: Exposed to hazards of traffic and environmental conditions due to the nature of the work assignment.

Typically, the employee may sit comfortable to perform the work; however, there may be some walking; standing; bending, carrying light items; driving a vehicle.

Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
