Management Analyst – This position is EXEMPT from the State of Delaware Merit System Summary Statement The Office of the Child Advocate (OCA) is an agency within the Judicial Branch, charged with safeguarding the welfare of Delaware’s children. It accomplishes this mission through advocacy, education, collaboration, and evaluation with a vision of safe and resilient children with supportive families. OCA’s Legal Services Division represents approximately 600 children that are experiencing foster care through appointment of Child Attorneys and Court Appointed Special Advocates with support from Program Coordinators. OCA’s Office of the Investigation Coordinator (IC) monitors over 1,500 serious child abuse and juvenile trafficking cases and leads the multidisciplinary team case reviews. OCA’s Policy and Training Division provides intensive reviews of serious child abuse cases, manages youth advancement programs, coordinates child welfare trainings, generates child welfare data and staffs the Child Protection Accountability Commission (CPAC). Administrative support is provided to all divisions through leadership, managers, and support staff.

Within OCA’s Policy and Training Division the Data Unit plays a crucial role in advocating for the permanency and justice of children by managing and optimizing child welfare data systems for OCA, the Family Court, and the Child Protection Accountability Commission (CPAC). The unit furthers OCA’s goals by ensuring accountability through the administration and management of data, thereby enabling informed decision‑making that improves outcomes for children and their families. The data unit accomplishes its objectives by inputting and maintaining data in OCA’s data management system (Apricot); designing and managing the Apricot data management system on behalf of OCA and the Family Court; monitoring data processes to ensure quality and integrity; preparing and interpreting routine and ad‑hoc reports, queries, and bulletins for OCA’s three divisions; staffing the CPAC Data Utilization Committee; and maintaining the Child Welfare Dashboard on behalf of CPAC. Additionally, the unit provides support to the Family Court in administering the Apricot data management system, building reports and dashboards for Court staff, and contributing to the Court Improvement Program Steering Committee and its work‑groups. The unit also facilitates an efficient data‑sharing model with the Division of Family Services for children in DSCYF custody and collaborates with system partners to collect data and identify trends and gaps in services.

Preferred Qualifications

Experience working with Delaware’s child welfare system.

Experience in using cloud‑based database management systems (e.g., Apricot, Salesforce, FOCUS, etc.), which includes database design, testing, and implementation.

Essential Functions

Working with the OCA’s Data Unit to analyze and interpret collected data on child victims and to identify and communicate findings and trends to OCA and Family Court.

Providing support to OCA and Family Court administrative staff with data entry and maintenance of the OCA mailboxes.

Monitoring OCA data processes to ensure accuracy of data collection and entry by OCA and Family Court staff.

Developing and maintaining the Apricot data management system for OCA and Family Court and providing database quality assurance.

Preparing and interpreting routine and ad‑hoc reports, queries, statistics, and analysis for data collected by OCA and Family Court.

Presenting data and analysis in a clear and concise manner to allow for informed data‑driven decisions.

Participating on the CPAC Data Utilization Committee and other committees, task forces, and work‑groups that impact data management services.

Training OCA, Family Court, and stakeholder staff and providing technical guidance on constructing database queries and generating reports.

Job Requirements

Possession of a Bachelor’s degree or higher, which includes coursework in conducting studies, descriptive statistics, and inferential statistics.

Experience in programming in Excel.

Experience in effectively analyzing large volumes of data.

Ability to prepare reports and maintain accurate records.

Experience in data collection, including collecting, compiling, and maintaining data from multiple sources such as files, records, databases, customers, staff, or others.

Experience in data quality assurance processes to maintain the accuracy of data and to identify and immediately correct errors.

Ability to communicate effectively both orally and in writing.
