$115,280.00Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits
*Qualifications may warrant greater starting base pay within the full pay range. Individual base pay is determined by experience, job-related skills, and relevant education or training.
This position is responsible for ongoing research, development and delivery of a world class comprehensive safety program in support of the Cooperative’s strategic initiatives.
Manage all aspects of the Cooperative’s Safety Program Initiatives
Oversee all safety programs including field, office and corporate initiatives
Coordinate and implement safety related training that include acceptable industry safe working procedures for distribution systems, maintenance and construction, First Aid, Cardio-Pulmonary Resuscitation (CPR), hazard communication requirements, defensive driving, safety awareness, security awareness, Occupational Safety and Health Administration (OSHA) standards and other safety related topics
Coordinate and implement the Cooperative's Emergency Action Plans
Plan and implement learning activities and programs that align with the Cooperative’s Safety Plan and strategic initiatives
Develop safety programs that ensure skills readiness for electrically qualified workers
Ensure that employees have the proper safety training, knowledge and tools to perform their jobs safely and effectively
Assist in the development and implementation of programs to reduce or eliminate occupational injuries, illnesses and financial loss
Identify, select and evaluate third party training vendors and guest instructors to facilitate the delivery of safety training activities
Ensure that Safety Department employees are trained in safety program procedures, investigation techniques and OSHA regulations and documentation
Partner with external and local organizations and agencies to ensure compliance with applicable laws and regulations
Partner with Cooperative management to identify performance problems, skill gaps, training needs for safety programs and Initiatives
Analyze and coordinate the effectiveness of safety systems and procedures
Make recommendations to modify field training, safety work policies and procedures
Implement safety improvements through employee engagement
Monitor and participate in safety meetings
Conduct equipment and tool inspections with Lineworkers
Coach management in effective techniques for teaching skills and improving safety performance
Instruct apprentices’ supervisors in maintaining safety progress reports and procedures
Ensure that employee accidents and injuries involving property or product and safety violations are investigated, documented and recorded
Conduct safety inspections and investigations and make recommendations for change
Review records, monitor progress and participate in corrective actions
Develop, purchase, maintain and distribute safety training materials and equipment
Prepare and present status of programs to senior management, Board of Directors Committees and the Board of Directors
Coordinate safety oriented activities with other departments
Review, recommend or approve contracts and cost estimates
Research multiple options for the creation of a Cooperative in-house training center
Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
Implement corporate and departmental policies, procedures and service standards in conjunction with management
Discuss job performance problems with employees to identify causes and issues and work to resolve problems
Teach and instruct employees in job duties and company policies or arrange for training to be provided
Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
Recruit, instruct and supervise subordinates
Interpret and communicate work procedures and company policies to staff
Develop and review operating procedures
Develop and manage department budget
Establish work priorities and activities
Recommend promotions, transfers, hires and other disciplinary action
Establish metrics and prepare monthly reports
Operate PEC vehicle(s) for business purposes in accordance with applicable Federal, State, local law and PEC policies and procedures
Maintain driver eligibility through appropriate valid Texas Driver’s License and driving record in accordance with PEC policy
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance
Performs other related duties as necessary or assigned
Supervisory and/or Leadership Responsibilities
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities. Bachelor’s Degree in a related field Directly related experience may substitute for education DOL Journeyworker Certification preferred Six years of experience as a Journeyworker Three years supervisory or leadership experience Training experience preferred Valid Texas Driver’s License and Motor Vehicle Report that comply with PEC policy Physical Demands and Work Environment
