Main Purpose of Job The Coordinator for School Improvement supports the implementation of Maryland’s statewide system of support to local education agencies (LEAs) and schools to ensure that all students, particularly those who have been historically underserved, receive a fair, equitable, and high‑quality education. This position plays a key role in advancing the mission of the Maryland State Department of Education (MSDE) by providing technical assistance, monitoring, and professional learning to improve outcomes in Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) schools, in alignment with Maryland’s multi‑year strategic plan, the Blueprint for Maryland’s Future, and Maryland’s Consolidated State ESSA Plan. The role collaborates with, guides, and supports LEA school‑improvement teams to strengthen local implementation of evidence‑based strategies, policies, and practices that improve teaching and learning and accelerate outcomes for students in identified schools. It also partners with MSDE offices and external partners to align support, promote coherence across funding streams and initiatives, and engage with diverse communities to analyze and communicate the effectiveness of improvement strategies, ensuring culturally responsive and inclusive practices across schools and districts.
Position Duties
Provide programmatic lead technical support for school improvement initiatives.
Support LEAs and schools in the development and implementation of school‑improvement best practices and evidence‑based strategies, and coordinate professional development for CSI, TSI, and ATSI schools.
Provide coordination and support to LEAs focused on the process, planning, implementation, and evaluation of an integrated system of academic and social‑emotional support in service of school improvement.
Collaborate with MSDE’s Office of Research and Accountability on a comprehensive needs assessment/root‑cause analysis process to identify gaps in student performance and develop evidence‑based improvement plans.
Support the review, approval, implementation, and monitoring of improvement plans as outlined in federal expectations.
Respond to inquiries from LEAs or internal stakeholders with timely and accurate information.
Maintain standard operating procedures for school‑improvement program administration.
Support the allocation, administration, implementation, and monitoring of 1003(a) school‑improvement grants to LEAs.
Collaborate with the Division of Financial Policy, Planning, Operations, and Strategy on CSI and ATSI formula calculations and the development of the State’s ESSA Plan.
Monitor LEA spend‑down plans to ensure financial and programmatic components of the grant align with approved grant applications.
Develop and maintain highly effective working relationships with MSDE staff, LEAs, government agencies, and professional associations.
Minimum Qualifications Education:
Possession of a Master’s Degree or equivalent 36 credit hours of post‑baccalaureate coursework in Education, Education Administration/Supervision, Educational Research, Education Policy, or a related field.
Experience:
Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience coordinating or administering an education program or service directly related to the position; experience coordinating a school‑improvement program is preferred.
Notes: Candidates may substitute a bachelor’s degree with seven years of the specified content experience to satisfy the minimum qualifications. Candidates may also substitute a Doctorate degree from an accredited college or university in a related field for one year of the required experience. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2‑104 of the Annotated Code of Maryland. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or specialty codes for a year‑for‑year basis for the required experience and education.
