The Coordinator for School Improvement supports the implementation of Maryland’s statewide system of support to local education agencies (LEAs) and schools to ensure that all students, particularly those historically underserved, receive a fair, equitable, and high-quality education. This position provides technical assistance, monitoring, and professional learning to improve outcomes in Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) schools, in alignment with Maryland’s Blueprint for Maryland’s Future and the Consolidated State ESSA Plan. It collaborates with LEA school-improvement teams and MSDE offices to strengthen local implementation and ensure culturally responsive practices. Position Duties

Provide Programmatic Lead Technical Support of School Improvement initiatives. Support LEAs and schools in developing and implementing school improvement practices, evidence-based strategies, and coordinate professional development for CSI, TSI, ATSI, and other low-performing schools. Coordinate and support LEAs in planning, implementing, and evaluating an integrated system of academic and social-emotional support for school improvement. Collaborate with MSDE’s Office of Research and Accountability on Comprehensive Needs Assessments/Root Cause Analysis to identify gaps and develop improvement plans. Review, approve, implement and monitor improvement plans as required by federal expectations. Respond to inquiries from LEAs or internal stakeholders with timely and accurate information. Maintain standard operating procedures for school improvement program administration. Support the allocation, administration, implementation and monitoring of 1003(a) school improvements grants to LEAs. Collaborate with the Division of Financial Policy, Planning, Operations, and Strategy to review CSI/ATSI formula calculations and contribute to the State’s ESSA Plan. Monitor LEA spend-down plans to ensure alignment with approved grant applications. Develop and maintain effective working relationships with MSDE staff, LEAs, government agencies, and professional associations. Qualifications

Minimum Qualifications Education: Master’s Degree or equivalent 36 credit hours in Education, Education Administration/Supervision, Educational Research, Education Policy, or related field. Experience: Five years of administrative or teaching experience in an education program, including two years coordinating or administering an education program; experience coordinating a school improvement program is preferred. Notes • Candidates may substitute a bachelor’s degree with 7 years of specified content experience. • Doctorate degree in a related field may substitute for one year of required experience. • Education/experience requirements are per Education Article, Section 2-104 of Maryland Annotated Code; details are on file with MSDE HR. • Military service as a commissioned officer in Education Program classifications may substitute for equivalent experience/education. Selective Qualifications One year of teaching experience in engaging school improvement initiatives. Desired or Preferred Qualifications Preference will be given to applicants with the following qualifications. Include clear information in your application. Knowledge of designing/delivering professional learning for school and district leaders. Knowledge of funding alignment to school improvement priorities. Knowledge of state and federal education laws, including Title I and Title I 1003(a). Knowledge of ESEA and school improvement programs; ability to develop and deliver research-based PD. Ability to collaborate across offices/partners and coordinate multiple initiatives. Skill in conducting needs assessments, root cause analysis, and data inquiry. Grant program management and funding proficiency. Technical assistance planning and delivery to local systems and stakeholders. Ability to interpret and apply learning standards, policies, and regulations; strong written and oral communication. Special Requirements
