TRANSPORTATION ENGINEERING SPECIALIST (\$4,000 Hiring Incentive)

Job Summary: Under general supervision, this technical specialist performs a variety of journey level engineering duties in the areas of highway project construction. This position reviews accuracy and completeness of assigned information, recommends approval or disapproval of work projects, approves and disapproves work performed in the work unit, directs activities of consultants and subordinate ADOT staff, and performs team lead duties.

Job Duties: Inspects and examines engineering project records, field notes, computations and other documentation to assure that methods of measurement and basis for payment are in accordance with projected trends, specifications, special provisions and extra work orders. Confers with agency officials, staff members and representatives of other agencies to acquire information needed for immediate determinations and decisions.
Writes detailed reports (change orders) based on research, investigation, or inquiry using prescribed format or established forms. Attends work unit staff meetings; gives and received information; participates in problems solving and decision making. Calculates land areas, earth forms, circular curves, material quantities and other quantitative measurements using geometric and trigonometric computations.
Compiles information for work unit and writes periodic reports on assigned activities. Performs related work as required.
Knowledge, Skills & Abilities (KSAs): Knowledge of:
Principles and practices of civil engineering, as applied to highway construction inspection
Computational and adjustment factors to be applied in the review and analysis of engineering data and land description data related to highway construction inspection
Federal and State statutes
Agency standards, policies and procedures applicable to highway construction inspection
Computer programs applicable to highway construction inspection
Principles of supervision and project management, and related rules, policies and procedures.
Skill in:
Analyzing and evaluating a wide variety of engineering data
Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans, blueprints, specifications, materials testing data and computer generated data
Oral and written communications
Change order and technical writing; organizing and prioritizing work assignments.
Ability to:
Use computational and adjustment factors
Use mathematical computations
Communicate written and orally
Selective Preference(s):
A Bachelor of Science degree in a field appropriate to highway construction inspection and 2 years experience equivalent to a Transportation Engineering Associate (grade S8)
Three years experience equivalent to a Senior Transportation Engineering Technician level (grade S7 or above)
Three years experience equivalent to a Highway Maintenance Supervisor (PG 20)
Completion of the Arizona Department of Transportation Engineer-in-Training (EIT) program
Registered as a Professional Civil Engineer in Arizona
Pre-Employment Requirements: This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
