Job Summary Austin, TX – Program Manager – Solicitation# 58026IFB4834A – Texas Water Development Board (TWDB)

This contract position will support an assessment of the current IT server environment, cataloging, and classifying applications and systems. This initiative will lead to a deliverable of a Legislative Appropriations Request (LAR) support package, narrative justification, cost projections, implementation timelines, and recommended sequencing for a multi‑year modernization effort, with all documentation targeted to support the FY26‑27 LAR submission cycle.

Responsibilities

Leading day‑to‑day project execution, scheduling, and stakeholder coordination.

Conducting interviews, gathering requirements, and documenting current‑state systems and processes.

Developing modernization roadmaps, resource estimates, and LAR cost inputs.

Managing application inventory, scoring, and rationalization/decommissioning recommendations.

This position will be responsible for performing highly complex (senior level) project management work. Work involves planning, directing, and coordinating activities of the designated IT project. Ensuring goals of the project are accomplished within the prescribed time frame and funding parameters. Securing resource time and coordinating efforts of team members and/or consultants to deliver the project according to schedule. Defining project objectives and overseeing quality control throughout the project life cycle. Managing the project scope, schedule, and budget. Planning, assigning, and overseeing the work of others.

The working position is Telework.

Minimum Requirements

8 years / Required – Recent experience of current information technology project management.

8 years / Required – Experience in successfully delivering information technology application development and infrastructure projects.

8 years / Required – Experience leading meetings with project stakeholders.

8 years / Required – Experience as a Data Analyst in analyzing data, and as a Business Analyst in requirements gathering, understanding technology.

8 years / Required – Experience of completing tasks accurately, on‑time with minimal supervision.

8 years / Required – Experience of cooperating with others in a team environment.

8 years / Required – Experience of making mature, objective decisions and identifying areas of potential problems.

8 years / Required – Experience of independently performing a variety of complicated tasks.

5 years / Required – Experience using Microsoft Project tools for developing and maintaining project schedules.

5 years / Required – Experience serving as a liaison between the Business community and Customer IT Teams.

1 year / Required – Certified Project Management Professional (PMP) or related certification such as SCRUM Master.
